<br />MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 17, 2006 <br /> <br />bridge over San Leandro Creek, and that the City of San Leandro has no interest in pursuing <br />this option. City staff contacted the City of Oakland's engineering staff and was told that the <br />bridge option was not feasible and was not being considered. Mr. Jermanis indicated that <br />Mayor Young contacted Oakland City officials to determine their official position. <br /> <br />Mayor Young read into the record a letter from Larry Reid, President Pro Tempore of the <br />Oakland City Council. In his letter to Mayor Young, Councilmember Reid stated, "As the <br />Councilmember representing Sobrante Park, I want to assure you it is neither my intent nor <br />the intent of the City of Oakland to have an additional ingress/egress which would enter into <br />the City of San Leandro." <br /> <br />Councilmember Santos commented that this correspondence should have been forthcoming <br />much sooner, and he would discuss this information with the neighborhood residents. <br /> <br />Councilmember Nardine thanked City Manager Jermanis for providing the Council with the <br />background information on this matter. She also thanked Mayor Young for communicating <br />with, and obtaining a response from, Oakland City Councilmember Reid. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Proposed Extension of Interim Urgency Ordinance (Ordinance No. 2004-024) <br />to December 4, 2006 or until the Proposed Zoning Code Amendments Are Adopted, <br />Whichever Comes First, Prohibiting Consideration and Approval of Use Permits, <br />Variances, Building Permits, Start of New Construction, or Other Entitlements for the <br />Establishment and Operation of Medical Marijuana Dispensaries (extends the interim <br />urgency ordinance to allow staff time to review applicable state and federal <br />regulations, to survey other surrounding jurisdictions on how this use is regulated, and <br />to complete any proposed San Leandro Zoning Code amendments). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the matter and introduced Planning Manager Debbie <br />Pollart. Ms. Pollart gave additional background on the matter and described the <br />ordinance proposed for adoption. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />.
