MINUTES Page 5 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 17, 2006 bridge over San Leandro Creek, and that the City of San Leandro has no interest in pursuing this option. City staff contacted the City of Oakland's engineering staff and was told that the bridge option was not feasible and was not being considered. Mr. Jermanis indicated that Mayor Young contacted Oakland City officials to determine their official position. Mayor Young read into the record a letter from Larry Reid, President Pro Tempore of the Oakland City Council. In his letter to Mayor Young, Councilmember Reid stated, "As the Councilmember representing Sobrante Park, I want to assure you it is neither my intent nor the intent of the City of Oakland to have an additional ingress/egress which would enter into the City of San Leandro." Councilmember Santos commented that this correspondence should have been forthcoming much sooner, and he would discuss this information with the neighborhood residents. Councilmember Nardine thanked City Manager Jermanis for providing the Council with the background information on this matter. She also thanked Mayor Young for communicating with, and obtaining a response from, Oakland City Councilmember Reid. 3. PUBLIC HEARINGS Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. A. Matter of Proposed Extension of Interim Urgency Ordinance (Ordinance No. 2004-024) to December 4, 2006 or until the Proposed Zoning Code Amendments Are Adopted, Whichever Comes First, Prohibiting Consideration and Approval of Use Permits, Variances, Building Permits, Start of New Construction, or Other Entitlements for the Establishment and Operation of Medical Marijuana Dispensaries (extends the interim urgency ordinance to allow staff time to review applicable state and federal regulations, to survey other surrounding jurisdictions on how this use is regulated, and to complete any proposed San Leandro Zoning Code amendments). This being the time and place for the Public Hearing on the above matter, City Manager J ermanis gave an overview of the matter and introduced Planning Manager Debbie Pollart. Ms. Pollart gave additional background on the matter and described the ordinance proposed for adoption. The Hearing was then opened to the public. There being no comments from the public, and without objection, the Public Hearing was closed. .
