Matter of Proposed Amendments to the City of San Leandro Zoning Code Article 16, <br />Section 4-1682 Regarding Permitted Fence Heights in Comer Side Yards in Single- <br />Family and Duplex Districts (RO, RS, RS-40, RS-VP, and RD Districts) <br />(recommends Zoning Code amendments related to permitted fence heights on corner <br />lots). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave an overview of the item and introduced Planning Manager Debbie <br />Pollart. Ms. Pollart gave a PowerPoint presentation providing additional background <br />on the matter and outlining the proposed Zoning Code amendments to approve a <br />gradient formula and allow over-height fences in corner yards as recommended by the <br />Board of Zoning Adjustments, Planning Commission and staff. <br /> <br />The Hearing was then opened to the public. <br /> <br />Wafaa Aborashed, San Leandro fesident, addressed the City Council, commenting <br />that West San Leandro needs fence standards, and consideration should be given to <br />the materials used to construct the fences. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding the <br />height of the sound wall between his backyard and the Westgate Shopping Center. <br />Mr. Perez commented regarding a neighbor whose motor home is parked in the <br />driveway and obstructs Mr. Perez's view of the street. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mayor Young asked if the ordinance addressed fencing materials. Ms. Pollart stated <br />that the current Zoning Code does not address fencing materials. Mayor Young <br />agreed with the speaker that the Council should discuss the various types of fencing <br />materials allowed. Mr. Jermanis suggested the subject could be addressed at the work <br />session on community standards in February. <br /> <br />.
