Matter of Consideration of Placing a Measure on the June 6, 2006 Ballot to Increase <br />the Business License Tax [proposes a ballot measure to increase the business license <br />tax which, if passed, would generate an additional $2.1 million in revenue (escalated <br />for inflation) annually effective January 1, 2007]. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the item and introduced Assistant City Manager Steve <br />Hollister. Mr. Hollister gave a PowerPoint presentation providing information on the <br />increases to the business license tax proposed to be placed as a measure on the June 6, <br />2006 General Election ballot. He noted that staff has worked extensively with the <br />Chamber of Commerce to develop the business license tax rate structure to ensure that it <br />would be equitable, and the Chamber's Board of Directors has voted unanimously to <br />support the ballot measure. Mr. Hollister outlined the plan for education and outreach <br />for the ballot measure by the City and the Chamber of Commerce. He noted that a <br />revised resolution has been distributed to the Council containing the modified ballot <br />language and other minor additions. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro fesident, addressed the City Council, expressing <br />opposition to the proposed business license tax and stating that the City of San Leandro <br />should be run more like a business and operate within its means. <br /> <br />Heidi Finberg, CEO, San Leandro Chamber of Commerce, addressed the City <br />Council, expressing appreciation for the collaborative process that has been used to draft <br />the ballot measure. Ms. Finberg stated that the Chamber looks forward to working in <br />partnership with the City to see the measure pass in June. <br /> <br />Paul Vafgas, San Leandro resident, addressed the City Council, expressing <br />opposition to the business license tax measure and commenting that the tax increase is <br />not needed. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />. Resolution No. 2006-007, Resolution Submitting to the Qualified Voters of the <br />City of San Leandro, at the June 6, 2006, General Municipal Election a Ballot <br />Measure Amending Section 2-2-500 of the San Leandro Municipal Code Relating <br />to Business License Fees; Approving the Form of the Ballot Question; Setting <br />forth Procedures for Ballot Argument and Directing the City Clerk to Submit the <br />Measure to the City Attorney for Impartial Analysis.
