Mayor Young indicated that she plans
to travel to Ponta Delgada and will pay her own travel expenses.

b. The Committee recommends a request be forwarded to the Human Services
Commission for a report on homelessness in San Leandro, what services are
offered and what the needs are in the community.

Councilmember Grant recalled that last year funds were received to address
homelessness in San Leandro. Mr. Horn noted that Alameda County
received a large federal grant for homeless programs as a result of a
comprehensive homeless count performed about two years ago. He stated
the amount San Leandro will receive will depend upon whether the City has
programs which meet the County's funding criteria.

Councilmember Grant commented on the discussion regarding a Chinese
Sister City. She noted that most cities in China are much larger than San
Leandro. Mr. Jermanis indicated that the meeting visitor introduced the
concept of a "Friendship City" which differs from a Sister City relationship
due to its economic and trade aspects. The City will work with Business
Development and the Chamber of Commerce to determine whether local
businesses are interested in participating in such a program.

By consensus, the City Council approved this recommendation.
