Public Works Director Mike Bakaldinaccepted the Arbor Day proclamation. Mr. Bakaldin displayed the Arbor Day Flag and announced that a tree will be planted at Toyon Park as part of this year's Arbor Day celebration. C. Resolution No. 2006-035, Resolution Appointing Member to Personnel Relations Board for At-Large Representation-Bill Jardin. (1016) M/S/C Santos and Badger. Ayes: 6; Noes: 0; Absent: 1 (Grant) Newly-appointed Board Member Bill Jardin took the Oath of Office administered by City Clerk Marian Handa. 3. PUBLIC HEARINGS Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. A. Matter of Appeal by Richard Larson, Applicant, of the Decision of the Board of Zoning Adjustments' Denial of PLN2005-00124; Conditional Use Permit; to operate a used car dealership at 14833 East 14th Street, where vehicle/heavy equipment dealers, used, is conditionally permitted in the SA-3 South Area District; Assessor's Parcel Number 77D-1475-14; The Barbara Mathews Brooks Separate Property Trust (Property Owner); SA-3 South Area District. Mayor Young stated that since her residence is within 500 feet of the proposed project, she would recuse herself from voting on this project. She turned the gavel over to Vice Mayor Badger and left the Chamber. This being the time and place for the Public Hearing on the above matter, City Manager Jermanis gave background on the item and introduced Planner II Elmer Penaranda. Mr. Penaranda gave a PowerPoint presentation describing the proposed project and the East 14th South Area Strategy for the Gateway District, in which the project is proposed to be located. Richard Larson, the project architect, addressed the City Council, displaying a computer-generated rendering of the proposed enhancements to the site. Matt Brooks, the Appellant, addressed the City Council, stating his interest in furthering the City's vision for the area. Mr. Brooks requested that he be allowed a temporary use for the site in order to generate revenue while developing a plan for its future use.
