PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Virginia Eldridge, San Leandro resident, addressed the City Council regarding a three- <br />story building proposed to be built at 1599 Hays Street next to the Garden Terrace <br />condominiums. Ms. Eldridge expressed concern that as an owner of a Garden Terrace condo, <br />the proposed building would obstruct her view of the hills and would depreciate the value of <br />her home. <br /> <br />Keith Barros, San Lorenzo resident, addressed the City Council regarding a large pile of <br />trash which has been dumped on the property behind Bakers Square and Target on Hesperian <br />Boulevard. Mr. Barros expressed concern that the area was an eyesore and the property <br />owner has not made an attempt to clean it up. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, suggesting a speed limit <br />sign be posted on Westgate Parkway. Mr. Perez commented on various issues with his <br />neighbor on Marybelle. Mr. Perez commented that his neighbor has several dogs, including a <br />pit bull which is allowed to run loose in the neighborhood. <br /> <br />Wafaa Aborashed, San Leandro resident, addressed the City Council, commenting that the <br />information given to the residents participating in the Airport Noise Insulation Program is <br />confusing and misleading. <br /> <br />Viki Roy, San Leandro business owner, addressed the City Council regarding the difficulty <br />and loss of business experienced by the Lucchesi family and other business owners on <br />MacArthur Boulevard due to the construction of street medians. Ms. Roy provided photos to <br />the Council to illustrate the problems and requested breaks be made in the medians to allow <br />traffic to pass through them. <br /> <br />David Lincer, representing Rollin' Along, addressed the City Council regarding problems <br />he encountered in attempting to install an aluminum ADA-accessible ramp at a home on <br />Wake Avenue. Mr. Lincer commented that the City considers an aluminum ramp to be a <br />structure which requires a 20-foot setback, while a concrete or wooden ramp can extend to the <br />sidewalk. Mr. Lincer expressed concern that his clients want a portable aluminum ramp that <br />
