<br />MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 17 , 2006 <br /> <br />can be removed from the house when no longer needed, but he has been unable to obtain a <br />permit to construct one. <br /> <br />Frank and Julia Spurek, children of the residents on Wake Avenue, addressed the City <br />Council regarding their elderly parents' need for the ramp due to mobility issues. The <br />Spureks expressed interest that the ramp be portable so that it could be stored, reused, given <br />away or sold when no longer needed. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis commented that he was unfamiliar with the project at 1599 Hays <br />Street and would look into the matter and get back to Ms. Eldridge. <br /> <br />Regarding the blight conditions at the Hesperian site, Mr. Jermanis commented that he <br />believed Caltrans owns the property, and City staff would contact Caltrans regarding the need <br />to clean up the property. <br /> <br />Mr. Jermanis commented that staff will look into the speed of traffic traveling on Westgate <br />Parkway as described by Mr. Perez and consider posting signage. He noted that City <br />ordinances only allow two dogs per household, dangerous dogs must be muzzled or kept in a <br />confined area, and all dogs are required to be on a leash. <br /> <br />In response to Ms. Aborashed's comments on the Airport Noise Insulation Program, Mr. <br />J ermanis indicated that he has not heard any specific concerns from residents. Staff will <br />review the A vigation Easement and bring the matter up with the City Council Airport <br />Committee. <br /> <br />With regard to the proposed ramp on Wake Avenue, Mr. Jermanis stated he was unaware of <br />the issues involved but would look into the matter and get back to the Council, the property <br />owners and their children with more information. <br /> <br />Mayor Young asked what provisions were in place for regulating dangerous dogs. City <br />Attorney Jayne Williams commented that the Council could pass a local ordinance regulating <br />dangerous dogs in general but is currently prohibited from breed-specific legislation. She <br />indicated that legislation has been authored that would allow cities to regulate specific breeds <br />of dogs. <br /> <br />Mayor Young commented that Caltrans will be giving a presentation on the 1-238 widening <br />project to the Council at its meeting on May 15, at which time the Council may raise concerns <br />about staging areas in San Leandro. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />
