.3

August 16, 2006

City of San Leandro
TO: Hanson Horn, Community Development Director
Debbie Pollart, Planning Manager
Elmer Penaranda, Planner II

FROM: David Langon

Response to Memorandum notes from July 26, 2006 meeting on 1537 Hays Street, SaD
Leandro

Following is my detailed response to the several items which were addressed in the meeting of
July 26th.

I did not originally agree with having this meeting, since the Planning Commission had
already recommended our project to Council for approval. As it turned out, it was a good idea
and a very productive work session. The neighbors of Garden Terrace, along with the City,
came up with several good ideas to mitigate many of the Garden Terrace HOA concerns.

I feel confident that Langon Homes has now done everything possible to help address specific
concerns regarding privacy raised by Garden Terrace owners. However, I still feel as long as
we are proposing the 6 units, regardless of what is done, other or new issues will be created
and this project will still be met with some opposition.

Respectfully,

David Langon
