<br />/1 <br /> <br />City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br /> <br />DATE: <br /> <br />June 8, 2006 <br /> <br />TO: <br /> <br />Planning Commission <br /> <br />FROM: <br /> <br />Elmer Penaranda, Planner II <br /> <br />~ <br /> <br />SUBJECT: PLN2005~00141; Rezone from RM1800 Residential Multi-Family District to <br />RM2500(PD) Residential Multi-Family, Planned Development Overlay District; <br />Planned Development and Vesting Tentative Tract Map to construct a subdivision <br />consisting of six, detached, three-story, single-family residences. Each unit would <br />comprise approximately 1,455 square feet of living area, which includes three <br />bedrooms and three baths. Each unit would have an attached two-car garage. 1537 <br />Hays Street; Alameda County Assessor's Parcel Numbers 75-12-7; D. Langon, <br />Langon Homes (applicant and property owner). <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />In January 2006, the Planning Commission conducted a work session and heard this matter <br />(attached). The property owner proposes to develop an underutilized property at the west side of <br />Hays Street, between West Juana Avenue and Parrott Street, with a six-unit, small lot, detached, <br />three-story single-family residential subdivision. Each unit would comprise of three bedrooms, <br />three bathrooms, and an attached two-car garage on the lower level. The subject property is just <br />south of the City's Downtown Plaza Shopping Center and east of the San Leandro BART Station <br />on Davis Street and San Leandro Boulevard. <br /> <br />At the work session the Planning Commission commented and asked questions about the <br />project's site planning, exterior design, and density. The Commission made recommendations <br />related to enhancing the exterior design such as improving the Hays Street elevations and adding <br />front doors and front porches to the two units facing Hays Street and including a second-story <br />balcony on all of the units instead of a select few of the proposed units. <br /> <br />Since the work session with the Planning Commission, the applicant and architect have refined <br />the plans and prepared a vesting tentative map for the Planning Commission's review. Also since <br />the work session property owners at Garden Terrace Condominium have stated their opposition <br />to the project. <br /> <br />Staff recommends that the Planning Commission forward the rezone, the Planned Development, <br />and vesting tentative map to develop the new residential project to the City Council with a <br />recommendation for approval subject to the attached recommended conditions and findings. <br />
