<br />SURROUNDING AREA AND BACKGROUND <br /> <br />The subject property is developed with a one-story single-family home circa 1925, with <br />approximately 1,102 square feet and a detached garage. This home is not on the City's list of <br />historic properties. This site encompasses 15,000 square feet (0.34 acre), measuring 100 feet <br />wide, fronting Hays Street, and 150 feet deep. Adjacent to the north is a single-family home and <br />two duplexes; to the south is a five-story, 25-unit condominium building built in 1965; to the <br />southeast is a five-story, 28-unit condominium building built in 1976; and to the west are single- <br />family homes. To the east, across Hays Street, is one undeveloped lot (5,250 square feet), various <br />single-family dwellings and a single-story ll-unit apartment complex, behind the single-family <br />home at the northeasterly comer of Parrott Street and Hays Street. This block also contains the <br />former and currently vacant East Bay Municipal District (EBMUD) offices and another <br />undeveloped parcel which are both owned by the City of San Leandro Redevelopment Agency. <br /> <br />The entire block including the subject property is zoned RM1800 Residential Multi-Family <br />District. The entire block across the street to the east is zoned CC Community Commercial <br />District. <br /> <br />PROPOSAL <br /> <br />Rezoning <br /> <br />The development proposal includes a request to rezone the project site from RM1800 Residential <br />Multi-Family District to RM2500(PD) Residential Multi-Family District, Planned Development <br />Overlay District. The planned development overlay designation would subject any proposal on <br />the property to the City's discretionary review process, and to consider new development that <br />would be compatible with the existing residential area. <br /> <br />Site Plan and Vesting Tentative Map <br /> <br />The subject property would be subdivided into six smaller parcels each containing a detached <br />dwelling unit. Three units would be situated in a line along the northerly edge and the other three, <br />opposite, along the southerly edge. A centrally located driveway via Hays Street would serve <br />access to the six units that flank: it (see attached exhibits). The driveway would access the two-car <br />garages at the ground floor of each unit and four uncovered visitor parking spaces at the rear of <br />the project site. A heavy timber arbor structure is proposed to arch over the driveway serving the <br />property. <br /> <br />The lot sizes would range from 2,000 square feet to 2,975 square feet. The two lots closest to <br />Hays Street would each comprise 2,525 square feet; the middle lots would each comprise 2,000 <br />square feet; and the reannost lots would each comprise 2,975 square feet.
