<br />In addition, the purpose of the Planned Development is to encourage variety and avoid monotony <br />in developments by allowing greater freedom in selecting the means to provide access, light, <br />open space and amenities. The proposal provides a plan which is adequately accessed, provides <br />open space similar to other recent planned developments, and amenities such as secured off- <br />street parking and off-street parking spaces for visitors. <br /> <br />Although there is no minimum requirement specified for open space in single- family <br />development, recent planned small lot, single-family developments attempt to maintain a <br />minimum of 10 feet in width or depth and an area of approximately 400 square feet in size. The <br />smallest rear yards would be the two middle lots. Those two yards have a minimum dimension of <br />10 feet in depth and 40 feet wide, encompassing 400 square feet. Moreover, the 10 foot setbacks <br />proposed for the north and south property lines to the rear of the homes would comply with the <br />RM base district requirements which permit a minimum of six feet and an average of 10 feet for <br />multi-family residential development. <br /> <br />Developable Parcel <br /> <br />Although the property has been historically used for one single-family residence, a detached <br />garage, and a large open yard, there are no restrictions applying to the property to prevent its <br />redevelopment. Similar to the Garden Terrace site the subject property has also had similar <br />zoning since the early 1960s that would have permitted multi-family residential development on <br />it. Furthermore, there are no view easements that are reserved for the Garden Terrace <br />condominium owners. Although the proposal partially obstructs the view from the northerly side <br />of the Garden Terrace Condominium, the proposed plans take into account adequate setbacks and <br />separation. The proposed residences are below the maximum envelope that would be permitted <br />by the zoning. Instead of one large box structure, the proposal is for a series of detached <br />residences. In addition the proposal is a down-zoning from possibly eight units (permitted under <br />the current RM1800) to six units (RM2500). <br /> <br />Parking / Circulation <br /> <br />The 16 parking spaces provided, including 12 enclosed spaces and four open spaces, exceed the <br />minimum requirement of 12 spaces for six, single-family units. Zoning Code Section 4-1704 <br />requires two parking spaces per unit, including two covered spaces per unit. Staff will include a <br />standard condition of the CC&Rs that the garages remain accessible to two vehicles at all times <br />and not to be used for storage or other uses. <br /> <br />The circulation for the project has been reviewed by the Fire Department and the Engineering <br />and Transportation Department. The 20- foot wide entry driveway and 25- foot wide interior <br />driveway complies with the access required by the Pire Department. No parking will be permitted <br />on the driveway to maintain emergency vehicle access. The driveway design satisfies the <br />Engineering and Transportation Department's requirements for circulation. The interior width of <br />the driveway would allow the garbage and recycle containers placed on the driveway on service <br />days for pick-up. The trucks would have to back out of the driveway after collection.
