<br />Height <br /> <br />The building height of 32.5 feet (average of approximately 30 feet to the plate line and 35 feet to <br />the ridge) for the proposed project is well below the 45 foot high maximum allowed (Zoning <br />Code Section 2-536). To provide perspective of the proposed project and its relationship to the <br />existing Garden Terrace Condominium adjacent to the south ofthe subject property, the architect <br />is preparing exhibits that will be shown at the Planning Commission meeting. <br /> <br />Architecture / Design <br /> <br />The project architecture has a contemporary Cra:ftsman-style with the use of brackets and ra:fter- <br />tails beneath the roof eaves, the projecting bay windows, vertical hung windows, and some of the <br />exterior use of wood siding. The front of the homes and the interior elevations facing the <br />driveway are well-articulated with a variety of architectural treatments. In addition the two homes <br />fronting Hays Street have been revised to include front doors and covered porches facing the <br />street. These design features contribute in enhancing the Hays Street streetscape and the <br />appearance within the interior of the project. <br /> <br />The site plans (Exhibits B and C) show that there are wood fences that encroach into the front <br />setback to enlarge private space for the front most units. At the work session it was <br />recommended that the overheight fencing not encroach into the Hays Street front setback. This <br />appears to be an oversight since the front elevation on Exhibit A shows the fencing setback <br />accordingly. <br /> <br />Staff recommends that the garage doors facing the driveway be enhanced including but not <br />limited to the following methods: recessing the garage/garage door a minimum of 12 inches, <br />providing a projecting element (i.e., trellis above the gar&ge door, and/or upgrading the garage <br />door to a sectional roll-up door that appears to have a carriage-door appearance). <br /> <br />Landscaping <br /> <br />Staff recommends a condition of approval that final landscape and irrigation plans be submitted <br />to the Community Development Director for review and approval. The final landscape plan <br />should thoroughly cover planting in all the areas on the site which are not used for building <br />footprint, private yards or vehicle circulation and parking. The plans would be required to include <br />a generous amount of trees, shrubs, vines and ground cover which provide seasonal color and <br />varieties which are hardy to the San Leandro area. The proposed trees for the Hays Street <br />frontage would be required to be specimen size (24-inch box minimum) where the remaining <br />trees would have a minimum size of 15-gallon containers. The landscaping conceptually shown <br />on the elevations depicts a concept which would complement the proposed residential <br />development. <br /> <br />Paving <br /> <br />Although a color for the concrete and the decorative paving was not specified in the plans or the <br />color and materials board, the applicant and property owner are considering a colored concrete <br />with tooled joints and colored-stamped concrete.
