Staff notes that an interim urgency ordinance may be enacted by <br />the City Council without prior recommendation from the Planning Commission or <br />Board of Zoning Adjustments. <br /> <br />Summarv of Public Outreach Efforts <br />Per the requirements governing moratoriums (Government Code Section 65090), <br />this item received advertisement as a City Council public hearing item. In <br />addition, all property owners of the 39 identified opportunity sites were sent <br />written notification for this public meeting. <br /> <br />An email was received on October 26, 2006, from Elaine de Coligny, Executive <br />Director of Building Futures with Women and Children, supporting the extension <br />of the moratorium. (See Attachment B) <br /> <br />Fiscal Impact <br />Not applicable <br /> <br />Bude:et Authoritv <br />Not applicable <br /> <br />CONCLUSION <br /> <br />Extension of the interim urgency ordinance would allow staff, its consultants, and the <br />TOO advisory committee to complete work on the Downtown TOD Strategy and time to <br />complete any proposed Zoning Code amendments and have them be adopted by the City <br />Council.
