<br />Alameda Countywide Homeless and Special Needs Housing Plan <br /> <br />19 <br /> <br />Strategy H-4-C: Preserve and improve the quality of unlicensed boarding homes <br />: through: <br /> <br />- providing trainings and incentives to operators for improving the <br />quality of both the housing and the care; <br /> <br />addressing residents' grievances quickly and appropriately; <br /> <br />collaborating with code enforcement entities to prevent boarding <br />home closures and loss of this affordable housing stock; <br /> <br />assisting unlicensed homes to become licensed, as appropriate, and <br /> <br />developing interagency protocols and agreements to prevent <br />homeIessness and other housing crises for residents when boarding <br />home closure is necessary due to quality problems. <br /> <br />Strategy H-4-D: Create medical respite options for people with medical needs who do <br />not need a skilled nursing facility but need more care than emergency <br />shelter, transitional housing, or independent housing allows. <br /> <br />Strategy H-4-E: Analyze successful, innovative supportive housing models in other <br />communities in greater depth, in order to determine how they can be <br />implemented in Alameda County. New models should include some <br />housing for people in the pre-contemplative stage of recovery from <br />which they cannot be evicted due to behaviors related to their <br />disability or for substance use alone. Implementation should start with <br />pilot projects that use innovative but proven strategies to address <br />needs identified in Alameda County, drawing on this community's <br />experience with housing and services. (See program models on pages <br />12, 20, and 22.) <br />
