The <br />Governing Board will hold ultimate responsibility for the <br />implementation of the plan's recommendations in a direct, cost- <br />effective, and problem-solving manner through guiding changes in <br />policy, setting funding priorities, promoting systems change, and <br />monitoring outcomes that assess progress towards achieving the <br />plan's goals. This Governing Board will likely include some members <br />of the Sponsoring Agencies group as well as others representing, or <br />recruited by, the Advisory Committee. <br /> <br />Strategy L-2-B: Convene a countywide Inter-Agency Council that includes funders <br />and key housing and service providers from the homeless, HIV / AIDS, <br />and behavioral health systems, as well as the leadership of <br />mainstream service systems (social services, youth, aging, courts, <br />criminal justice, health care, public housing authorities, etc.) The <br />Inter-Agency Council will support and advise the work of the <br />Governing Board, identify major barriers to implementing plan <br />recommendations, develop phased implementation plans, and <br />incorporate the strategies of this plan into a revised service delivery <br />system. <br /> <br />Strategy L-2-C: Convene a Consumer Advisory process that ensures active <br />participation by consumers and their advocates and families. <br />Consumer participation must reflect the ethnic, age, and geographic <br />diversity of Alameda County. Consumer Advisory participants will <br />advise the Inter-Agency Council in program development and policy <br />setting. <br /> <br />Strategy L-2-D: Develop biennial action plans regularly, starting in the first year of <br />plan implementation, and report on accomplishments. <br />
