<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Special Meeting-July 10, 2006 <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding public <br />participation, Council communication with citizens, the record of City Council proceedings <br />and elections. <br /> <br />End of Public Comments on the Consent Calendar <br /> <br />Consent Calendar was amended to remove Item 5.F. Item will be considered under <br />Item 6, Items Removed from Consent Calendar. <br /> <br />5. CONSENT CALENDAR <br /> <br />Consent Calendar items are considered for approval by the City Council with one single <br />action. As described above in Item 4, Amendment of Consent Calendar, the City Council <br />may remove items from the Consent Calendar for purposes of presentation or discussion. <br />Members of the public who have requested to address the Council regarding items remaining <br />on the Consent Calendar may do so for up to 3 minutes per item with a maximum of 5 <br />minutes for all items. Items listed on the Consent Calendar are deemed to have been read by <br />title. <br /> <br />Item 5.F. was removed from the Consent Calendar to Item 6, Items Removed from <br />Consent Calendar. The remaining items on the Consent Calendar were approved by <br />the following vote: <br /> <br />M/S/C Santos and Badger. Ayes: 6; Noes: 0; Absent: 1 (Young) <br /> <br />A. Minutes of the Meeting of June 5, 2006. Approved as submitted. <br /> <br />B. Minute Order No. 2006-037, Confirmation of City Council Recess During the Month <br />of August. (2526) <br /> <br />C. Resolution No. 2006-076, Resolution Authorizing Participation in the Alameda County <br />Climate Protection Project and Membership in ICLEI (International Council for Local <br />Environmental Initiatives) Local Governments for Sustainability (authorizes City's <br />participation in Climate Protection Project to reduce greenhouse gas emissions and slow <br />global warming). Cost: $10,000 for project and $1,200 for ICLET annual membership <br />fee. Funding: Waste Import Mitigation funds and Recycling Grant funds. (3089) <br /> <br />D. Resolution No. 2006-077, Resolution Approving the Procurement of Chemicals to <br />Treat the Shoreline Invasive Spartina Without Competitive Bidding by Means of <br />Piggybacking on East Bay Regional Park District's Approved Sole-Source Purchase <br />(approves the piggybacking on EBRPD's sole-source purchase agreement with BASF <br />for the herbicide needed to treat Spartina Alterniflora at the San Leandro Shoreline, as <br />allowed for under San Leandro Municipal Code Section 1-6-305). Cost: $29,000. <br />Funding: State Coastal Conservancy Grant Fund. (2368/3086) <br />
