Resolution No. 2006-078, Resolution Approving the Aerial Treatment of Spartina, a <br />Shoreline fuvasive Species, Without Competitive Bidding by Means of Piggybacking <br />on East Bay Regional Park District's Low Bid (approves the piggybacking on EBRPD's <br />bid for aerial treatment of Spartina at the San Leandro Shoreline and authorizes the <br />Purchasing Division to issue an authorized purchase order to Alpine Helicopter Service, <br />as allowed for under San Leandro Municipal Code Section 1-6-305). Resolution of the Redevelopment Agency of the City of San Leandro Approving a <br />Contractual Services Agreement with Neighborhood Solutions to Administer the Owner <br />Occupied Housing Rehabilitation Program (provides for administration of the <br />rehabilitation services to assist private property owners). Resolution No. 2006-007 RDA, Resolution of the Redevelopment Agency of the City <br />of San Leandro Approving a Contractual Services Agreement with Neighborhood <br />Solutions to Administer the Owner Occupied Housing Rehabilitation Program (provides <br />for administration of the rehabilitation services to assist private property owners). Cost: <br />$92,000. Funding: Redevelopment Agency Housing Set-Aside Fund. (1485/2949) <br /> <br />Councilmember Nardine asked why the Davis Street Family Resource Center was not <br />considered for the administration of the Housing Rehabilitation Program. Mr. Jermanis <br />stated that staff would obtain a statement of qualifications from interested non-profit <br />agencies and have them meet with staff to go over the requirements of the program so <br />they could be included in next year's bid process. Mr. Jermanis recommended that the <br />Council approve the agreement with Neighborhood Solutions for this year. <br /> <br />Councilmember Santos commented that there are a number of other organizations <br />besides Davis Street that perform similar services, and they should be offered the <br />opportunity to participate in the process. Mr. Jermanis noted that the service provided <br />under the Housing Rehabilitation Program is very labor intensive, and almost 25% of <br />the contract amount is budgeted for administration. He stressed the importance of <br />making sure the interested agencies understand all that is involved in the administration <br />of the program. <br /> <br />Vice Mayor Grant expressed appreciation for the public's interest in this item and for <br />bringing the matter to the Council's attention. She inquired about the City's threshold <br />for requiring a competitive bid. Mr. Jermanis indicated purchases of $50,000 or more <br />require a formal bid process, and for lesser amounts it is the City's practice to try to <br />obtain more than one proposal. Mr. Jermanis pointed out that for professional services, <br />
