MINUTES Page 6
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Special Meeting-July 10,2006

Councilmember Starosciak commented that she attended an AB 1234 training earlier
this year and received a certificate. She asked how the training requirement would be
tracked. Ms. Stuart indicated that the individual should retain a copy of the certificate
and file a copy with the City Clerk. The certificates are required by law to be retained
for five years.

Councilmember Nardine pointed out that members of the Council also sit on other
agency boards which are also required to track the ethics training of its members.

Finance Director Jesse Baloca reviewed the financial aspects of the proposed
reimbursement policy. He pointed out that the proposed policy would also apply to City
employees.

Councilmember Starosciak asked in what local code the policy would be included. Ms.
Stuart stated the policy would become part of the Administrative Code.

Councilmember Santos stated that he would like to see the City adopt its own Code of
Ethics which would include conflicts of interest and gift restrictions, so members could
have clear guidelines in these areas beyond what is contained in the regulations of the
Fair Political Practices Commission.

M/S/C Starosciak and Badger.
