<br />MINUTES Page 14 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Hillside Geologic Hazard <br />Abatement District Joint Meeting-July 17, 2006 <br /> <br />Councilmember Badger noted that some creative ideas have been developed, and <br />performing a financial analysis could hamper the creative process. Ms. Livermore <br />commented that staff wants to provide information to the group to aid the process. Mr. <br />Horn noted that the three alternative plans are ambitious and creative, while at the same <br />time more study is needed to ensure the plans are not just "pie in the sky" but are <br />realistic and workable for the downtown area. <br /> <br />Councilmember Stephens commented that he would like to see a timeline for execution <br />of the project. Mr. Horn stated that while it is difficult to project a timeline, staff is in <br />discussions with the owners of the Westlake property and BART to create a <br />development proposal which would be integrated into the overall planning process. <br />Westlake's success in assembling a developer team, as well as the success of the <br />transportation bond measure on the November ballot, could jump start development <br />around the BART station. <br /> <br />Mr. Jermanis commented on the importance of determining whether a particular site <br />will "pencil out." He noted that the former downtown Albertson's site has been <br />identified as one of the opportunity sites, and running the numbers could persuade the <br />developer to consider something other than another retail use at the site. <br /> <br />Councilmember Badger commented that this process appears to take a non-traditional <br />approach which could put the City at cross-purposes with developers. Mr. Horn noted <br />the plan would not preclude anyone method, and there is a variety of implementation <br />methods that could be considered in realizing the ideal project. <br /> <br />C. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Vice Mayor Grant reported that she has been appointed chair of the Housing Authority <br />Board for the second year. The current vice chair of the Board is a tenant, and Vice <br />Mayor Grant will coach her so that she can take over as chair next year. Vice Mayor <br />Grant reported that the number of housing vouchers issued has increased since last year, <br />and the Housing Authority may lose Section 8 units due to a change in HUD funding <br />regulations. Councilmember Badger asked about the service area of the Alameda <br />County Housing Authority. Vice Mayor Grant indicated that the Housing Authority <br />serves all of Alameda County except the cities of Alameda, Oakland and Berkeley. <br /> <br />Councilmember Starosciak reported that the San Leandro Collaborative did not meet <br />this month due to a lack of quorum. The Collaborative received a grant from Kaiser to <br />fund the Healthy Families for Life Faire, and Bayfair will provide free services in <br />
