<br />MINUTES Page 7 <br />City of San Leandro City COlillcil, San Leandro Redevelopment Agency, and San Leandro Hillside Geologic Hazard <br />Abatement District Joint Meeting-July 17, 2006 <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Samuel Zhang, San Leandro resident, addressed the City Council, commenting on the <br />persecution and human rights violations of Falun Gong practitioners being held in detention <br />facilities in China. Mr. Zhang provided the Council with a written request to sign a statement <br />in protest of China's actions. <br /> <br />Joel Ng, San Leandro resident, addressed the City Council, reading from a document <br />entitled, "Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China" <br />and provided a copy of the report to the City Clerk. He stated that, while he understands the <br />Council does not act on international issues, he would like to request that the Council bring <br />up the matter with federal representatives. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis commented on the issues raised by the speakers regarding the <br />persecution of Falun Gong practitioners, noting that the Council does not take positions on <br />items which are outside its legislative jurisdiction. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Mayor Young pointed out an error in the election resolution on page 354 of the agenda, noting <br />that Councilmembers Gregory and Stephens will begin their new terms on January 1, 2007. <br /> <br />Vice Mayor Grant asked that Item 5.F. of the draft minutes of the July 10,2006 City Council <br />meeting be amended to add her inquiry about the requirements for competitive bidding and <br />City Manager Jermanis' response in order to provide context for Councilmember Stephens' <br />comments. <br />
