<br />MINUTES Page lO <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 18, 2006 <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Nardine gave an update on the spread of the West Nile Virus in <br />California. <br /> <br />Mayor Young reported that EBDA is attempting to replace its five previous <br />development agreements with one master agreement for presentation to LA VWMA. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Councilmember Badger reported that he attended the League of California Cities <br />Annual Conference in San Diego and provided materials to the Council from some of <br />the sessions he attended. <br /> <br />Vice Mayor Grant reported that she attended the LOCC Conference in San Diego. She <br />commented that there were a lot of good speakers and good workshops at the <br />conference. <br /> <br />Councilmember Nardine reported that she attended the LOCC Conference in San <br />Diego, and she brought back information on the Santa Cruz model for managing <br />homeless and panhandling and Fresno's code enforcement model. Councilmember <br />Nardine asked if the City will have municipal Wi-Fi as a goal, and she expressed <br />interest in seeing San Leandro get "ahead of the game" in this area. <br /> <br />Councilmember Santos reported that he attended the LOCC Conference in San Diego <br />and attended sessions on seniors and the homeless. He noted that in 2020, one in three <br />Californians will be over age 50. In the session on the homeless, he noted two programs <br />of particular interest: Santa Cruz's program, which combines a tough ordinance with a <br />compassionate program, and San Diego County's homeless court program. <br /> <br />Mayor Young reported that she attended the LOCC Conference in San Diego and <br />attended some of the same sessions as mentioned by the City Council and a great <br />session on "residential mansionization" (monster homes). She noted that many present <br />and former San Leandro employees led discussion areas at the Conference. <br /> <br />Vice Mayor Grant commended Engineering and Transportation Director Uche <br />Udemezue for giving a fine and interesting presentation on the otherwise mundane <br />subject of undergrounding. Mayor Young also congratulated Mr. Udemezue on being <br />the new Vice President of the Public Works Department of the League. <br /> <br />C. Reports on City Council Committees <br /> <br />1.
