<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 18, 2006 <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule approval of the Fiscal Year 2006-07 budget amendment of <br />$390,500 for the restoration of proposed positions and community activities. <br /> <br />Mayor Young commended the Finance Committee for its examination of the <br />various proposals. The budget amendment was recommended by the <br />Committee on a vote of2-1. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />2. Business Development Committee Meeting of September 14,2006. Accepted as <br />submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule consideration of adoption of an urgency ordinance establishing a <br />moratorium on the development of the TOD Opportunity Sites. <br /> <br />Mr. Jermanis reported that, based on the work of TOD Committee, the <br />Business Development Committee recommended that the City Council <br />consider placing a moratorium on development of the 39 sites identified by <br />the TOD plan for development to ensure future development is consistent <br />with the determined strategy. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos thanked Mayor Young for the report on firefighter John McNamara. <br />He requested that tonight's meeting be adjourned in the memory of Sofie Schober, who <br />passed away just a week prior to her 90th birthday. <br /> <br />Councilmember Stephens expressed concern regarding the continuing problem on Lewis <br />Avenue and the City's inability to resolve it. He commented that he is receiving more <br />complaints from constituents about car break-ins and the degrading condition of the <br />neighborhood. <br /> <br />Councilmember Starosciak commented that she recently did a ride-along with a Community <br />Compliance officer. She noted that the officers are overworked and frustrated at having to <br />repeatedly post Notices of Violation. Councilmember Starosciak commented that the City <br />can do a lot to improve the effectiveness of its ordinances and streamline the enforcement <br />process. Councilmember Starosciak reported on the completion of the landscaping on <br />Lewelling Boulevard and the favorable comments she has received from community <br />members. <br />
