ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Matter of Discussion Regarding the Prototype Development Projects Financial <br />Feasibility Analysis Report Related to the Downtown Transit Oriented Development <br />(TaD) Strategy and Developer Symposium (provides updates to City Council and seeks <br />comments from City Council to the Downtown TaD Strategy Citizen Advisory <br />Committee and consultants). (3076) <br /> <br />Mr. J ermanis introduced the matter and noted that an amended agenda was issued, <br />adding a report from the Business Development Committee Meeting of September 14, <br />2006, which included an update on the Downtown TaD and related development in the <br />area. <br /> <br />Community Development Director Hanson Hom commented that the project is entering <br />a critical phase where concepts and scenarios are being developed for study, and it <br />would be beneficial for the Council to provide comments on tonight's presentation to <br />aid in development of the strategy. Mr. Hom provided an overview of the presentation <br />and the recommendation of the Business Development Committee for a temporary <br />moratorium on development of the identified TaD opportunity sites until the strategy is <br />further developed and the Council has had the opportunity to provide further direction <br />on the strategy. He announced a Community Workshop will be held on September 30 <br />to solicit feedback from the community on the prototype developments for the three <br />opportunity sites. <br /> <br />Planner III Kathleen Livermore gave a PowerPoint presentation on the financial <br />feasibility analysis of three prototype development projects: the Downtown South <br />Gateway Project Area (former Albertson's site), the Town Hall Square Project Area, <br />and the BART/Westlake Project Area. Ms Livermore summarized the input from the <br />Developer Symposium held on September 8, 2006. <br /> <br />Mayor Young asked staff to convey thanks from the City Council to the Downtown <br />TaD Citizens Advisory Committee for its work. <br /> <br />Councilmember Starosciak commended staff for arranging the Developer Symposium. <br />She pointed out the comment from the Symposium regarding San Leandro's strict <br />parking requirements, and she noted it is a good starting point for discussion of this <br />important topic. <br /> <br />B.
