Ordinance No. 2006-017, an Interim Urgency Ordinance Prohibiting Consideration and Approval of Use Permits, Variances, or Other Planning Entitlements, Except as May Be Approved Administratively on a Short-Term Basis by the City Manager, for Certain Properties Within the City for a 45-Day Period [places a temporary moratorium on the approval of any planning approvals, or other planning entitlements for 39 sites identified as opportunity sites as part of the Downtown Transit Oriented Development (TOD) Strategy]. (2799/3076) City Manager Jermanis gave background on this item and introduced Planning Manager Debbie Pollart. Ms. Pollart gave a PowerPoint presentation on the Downtown TOD Strategy and the need to adopt the proposed interim urgency ordinance in order to preclude the issuance of Planning approvals or entitlements until the TOD Strategy is complete. Public Comments on Item IO.B.: Michael Gregory, San Leandro resident, addressed the City Council, remarking on the energy and enthusiasm of the community for the Downtown TOD Strategy. Mr. Gregory commented on some TOD sites in other cities he visited recently. He commended City staff and the CAC for conducting successful meetings. He urged the City Council to adopt the proposed ordinance. Toni Mobley, San Leandro resident and member of the Downtown TOD CAC, addressed the City Council, requesting the Council consider adoption of the ordinance which would place a moratorium on the development of the opportunity sites identified in the Downtown TOD Strategy until the Strategy is completed. Resolution No. 2006-114, Resolution Approving First Quarter Budget Amendments for the City of San Leandro Fiscal Year 2006-07 Budget (approves budget amendment of $390,500 for the restoration of proposed positions and community activities). (1044) City Manager J ermanis gave background on the matter and introduced Finance Director Jesse Baloca. Mr. Baloca provided information on the items proposed for restoration in the FY 2006-07 budget: a School Resource Officer, library hours on Sunday, a one-day Cherry Festival, CDBG funding for non-profit organizations, and holiday lighting and decorations. Funding would come from the City's Self-Insurance Fund. Mr. Baloca noted that the reporting requirements for GASB 45 do not go into effect until FY 2007- 08.
