Ordinance No. 2006-017, an Interim Urgency Ordinance Prohibiting Consideration and <br />Approval of Use Permits, Variances, or Other Planning Entitlements, Except as May Be <br />Approved Administratively on a Short-Term Basis by the City Manager, for Certain <br />Properties Within the City for a 45-Day Period [places a temporary moratorium on the <br />approval of any planning approvals, or other planning entitlements for 39 sites <br />identified as opportunity sites as part of the Downtown Transit Oriented Development <br />(TOD) Strategy]. (2799/3076) <br /> <br />City Manager Jermanis gave background on this item and introduced Planning Manager <br />Debbie Pollart. Ms. Pollart gave a PowerPoint presentation on the Downtown TOD <br />Strategy and the need to adopt the proposed interim urgency ordinance in order to <br />preclude the issuance of Planning approvals or entitlements until the TOD Strategy is <br />complete. <br /> <br />Public Comments on Item IO.B.: <br /> <br />Michael Gregory, San Leandro resident, addressed the City Council, remarking on the <br />energy and enthusiasm of the community for the Downtown TOD Strategy. Mr. <br />Gregory commented on some TOD sites in other cities he visited recently. He <br />commended City staff and the CAC for conducting successful meetings. He urged the <br />City Council to adopt the proposed ordinance. <br /> <br />Toni Mobley, San Leandro resident and member of the Downtown TOD CAC, <br />addressed the City Council, requesting the Council consider adoption of the ordinance <br />which would place a moratorium on the development of the opportunity sites identified <br />in the Downtown TOD Strategy until the Strategy is completed. <br /> <br />End of Public Comments on Item 1O.B. <br /> <br />- Passed to Print and Adopted <br /> <br />M/S/C Santos and Grant. Resolution No. 2006-114, Resolution Approving First Quarter Budget Amendments for <br />the City of San Leandro Fiscal Year 2006-07 Budget (approves budget amendment of <br />$390,500 for the restoration of proposed positions and community activities). (1044) <br /> <br />City Manager J ermanis gave background on the matter and introduced Finance Director <br />Jesse Baloca. Mr. Baloca provided information on the items proposed for restoration in <br />the FY 2006-07 budget: a School Resource Officer, library hours on Sunday, a one-day <br />Cherry Festival, CDBG funding for non-profit organizations, and holiday lighting and <br />decorations. Funding would come from the City's Self-Insurance Fund. Mr. Baloca <br />noted that the reporting requirements for GASB 45 do not go into effect until FY 2007- <br />08. <br />
