<br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Project Description <br /> <br />The City of San Leandro plans to construct a recycled water project that will deliver <br />approximately 300 acre-feet per year of Secondary-23 water to the Monarch Bay Golf <br />Course. Facilities will generally conform with the recommendations of the Recycled <br />Water Facilities Planning Report by Kennedy/Jenks Consultants (2004). A connection <br />will be made to the existing EBDA pipeline in Neptune Drive near South Dike Road, a <br />pipeline will be installed from the EBDA line to new treatment facilities on the Golf <br />Course, and then to an existing pipeline adjacent to the existing well (approximately 300 <br />feet from the roadway). Valves will be required to permit either well water or the <br />recycled water to flow to either the adjacent northern lake or to the southern lake. Pipe is <br />in place from the existing well to both lakes. Treatment facilities will include <br />disinfection and pumping and will be housed in a new equipment building. <br /> <br />This contract is for design of the improvements and preparation of permitting and bidding <br />documents. Construction cost estimates shall be provided with all submittals to the City. <br />The plans and specifications shall set forth the details of the construction including <br />architectural, civil, electrical, geotechnical, mechanical, plumbing, structural, and <br />surveying work. The building shall be concrete slab on grade, wood framed, with <br />finishes to complement the existing pump house on the storage lake. The building shall <br />be supplied with utilities as required. All piping outside of the building shall be <br />underground or concealed. Equipment shall be reviewed and accepted by City <br />maintenance staff before being specified in the project. The electrical system shall <br />include SCADA monitoring that communicates with the Water Pollution Control Plant <br />on Davis Street. Soils in the vicinity of work shall be profiled for contaminates and for <br />corrosiveness to improvements. . The City has established a construction budget for the <br />work of$580,000 including 15% contingency. <br /> <br />Basic Services <br /> <br />1. Prepare 30% documents <br />a. Perform topographic survey of the work area and vicinity <br />b. Produce soils report with design and construction recommendations <br />c. Profile soil for contaminates and corrosiveness <br />d. Meet with City to review topo data, confirm project scope, and improvement <br />locations <br />e. Prepare 30% documents including cover sheet, site plan, topographic survey, and <br />typical details. <br />f. Prepare a description of recommended treatment process and equipment required. <br />Describe alternate methods of treatment and justify recommendation. <br />g.
