Resolution Declaring Results of Special Municipal Runoff Election Held on Tuesday, <br />November 7, 2006, for the Election of Mayor and City Councilmember, District 3 <br />(certifies results ofthe election). Matter of Discussion of Appointment Process for Filling City Council District 6 <br />Vacancy (discusses the process for filling vacancy created by the election of <br />Councilmember Tony Santos as Mayor). (1495) <br /> <br />City Manager Jcnnanis reported that City Clerk Marian Handa has compiled <br />information on how the City Council appointment process has been conducted in the <br />past. He indicated the preference for appointment over a special election, due to time <br />and cost considerations. <br /> <br />Vice Mayor Grant commented that the plan anticipates a larger applicant pool than in <br />the past, and she noted that in the past everyone who applied was interviewed. Vice <br />Mayor Grant requested that if a ranking method is used for narrowing the field of <br />applicants, the process be conducted in public. City Attorney Williams confirmed that <br />the process would need to be conducted during a public meeting. Vice Mayor Grant <br />requested that the applications be made available online. <br /> <br />Councilmember Starosciak agreed that the narrowing process should be conducted in <br />public, and the process as outlined seemed to indicate that it would not be done <br />publicly. City Attorney Williams noted that the Brown Act prohibits a sccrct ballot, and <br />the process should be performed in a public session. She stated she would work with <br />the City Clerk to ensure a smooth process. <br /> <br />Councilmember Nardine asked if the applications are required to be nominated by 20 <br />registered voters, as do the candidates. Ms. Handa indicated that nomination signatures <br />have not been required of applicants in the past, but the Council could choose to require <br />it. Councilmcmber Nardine suggested that it would be a good idea for the applicants to <br />obtain nomination signatures. Couneilmember Santos and Vice Mayor Grant agreed <br />with Councilmember Nardine's idea. Vice Mayor Grant commented that when she <br />applied for the District 2 Council vacancy in 1998, she gathered signatures from <br />residents in her district as a show of support. <br /> <br />Vice Mayor Grant suggested appointing an ad hoc committee to develop interview <br />questions. <br /> <br />The Council agreed to require applicants to obtain nomination signatures from 20 <br />registered voters in District 6 and to have the application forms and information <br />available online. <br /> <br />Councilmember Santos commented that after holding both a general and runoff election <br />this year, appointing to fill the District 6 vacancy is the best option.
