Resolution No. 2006-141, Resolution Authorizing the City Manager to Execute a Letter
Amendment to the Agreement Between the City of San Leandro and Alameda County
Industries, Inc. (ACl) (provides enhanced recycling services for residential and
commercial customers by allowing rate increases of2% on July 1, 2007 and 2% on July
1,2008 and providing grant funds of $120,000 for rate year 2007 and $120,000 for rate
year 2008). Cost: $240,000. Funding: Grant from the Alameda County Waste
Management Authority and Recycling Board. (1078)

Councilmember Starosciak asked whether the grant funding for the enhanced service is
from an existing grant or a new grant. City Manager Jermanis responded that funding is
from existing grants allocated from the Measure D funds approved by voters several
years ago to encourage recycling and reuse of materials. Councilmember Starosciak
inquired whether the grant funds are anticipated to continue beyond 2008. Mr. Jermanis
indicated that the grant funds would be used for a two-year start up period, after which
the normal rates would cover the ongoing costs of the service.

M/S/C Starosciak and Stephens.
