<br />MINUTES Page 11 <br />~~~ity or San I.~~.andro City (~ouneil Olnd San Leandro Redevelopment Agency Joint M~eting Fc_~ruary 2, Z.~04 <br /> <br />Engineering and Transpol1ation Director Uehe Udemezue reported on the direction <br />established by Council on tralTic control. He noted that, based on the recent number of <br />collisions, staJThas anticipated the 4-way stop will be warranted. <br /> <br />Vice Mayor Glaze stated he understands Councilmember Santos' concerns on this issue. <br />He recalled that several years ago there were traffic problems at an intersection on <br />Manor Boulevard, but the intersection did not meet the WalTant for the installation of a <br />stop sign. Vice Mayor Glaze suggested that if quarterly studies were perlormed to <br />compare the rate or accidents, as was done at the Manor Boulevard intersection, the <br />effectiveness ofthe traffic sign could easily be assessed. <br /> <br />Mayor Young asked how long ago the 4-way stop at Hays and Williams was changed to <br />a 2-way stop. Mr. Udemezue reported the intersection was a 4-way stop ror many years, <br />but was changed to a 2-way stop a few years ago. Mr. Udemezue noted that staff <br />routinely analyzes traffic at intersections and pm1icularly at those which appear to be <br />dangerous, to dctem1ine what type or traffic control device is warranted. He indicated <br />the Hays and Williams intersection has become dangerous due to the recent rash or <br />collisions, as well as reports of several near-misses. Mr. Udemezue suggested that staff <br />can perform an analysis of the 4-way stop aiter one year and report to Council on its <br />elTectiveness. <br /> <br />Councilmelllber Santos commented that Alvarado Street and Marina Boulevard is a <br />particularly dangerous intersection due to the number ofred light runners. He noted that <br />the installation of a 4-way stop may not necessarily make an intersection safer. <br /> <br />City Council motioned to adopt resolution, subject to one-year review. <br /> <br />M/S/C Badger and Glaze.
