Minute Order No. 2004-004, Matter of Recommendation to Continue the FLEX <br />Shuttle Service through Fiscal Year 2004-05 and to Incorporatc the Pro6'Tam into the <br />Fiscal Year 2004-05 Measure B Paratransit Application (recOl11mends continuation of <br />the FLEX Shuttle Service through Fiscal Year 2004-05 and inclusion of the program <br />into thc Fiscal Year 2004-05 Measure B Paratransit Application). (2121/2639) <br /> <br />Councilmember Grant asked for clarification regarding the cost per trip. Recreation and <br />Human Services Manager Joann Oliver reported that the service is running well, over <br />400 participants have registered, and the shuttle lidership is increasing every month. <br />However, with fixed costs and the current level of ridership, the cost per trip is <br />approximately $63.00. Staff is doing outreach to increase ridership, but some other <br />aItell1ative may need to be considered ifthe service CaIU10t become cost-efficient. <br /> <br />Councilmember Santos stated that transportation is one o[the main issues facing seniors <br />and persons with disabilities. He noted that he had expressed initial reservations about <br />the shuttle because service was not offered five days per week. He commented that <br />there are individuals who need service on the days the Flex Shuttle docs not run but do <br />not use paratransit. Council member Santos expressed concell1 that the time factor <br />involved in registering for paratransit service may discourage eligible people from <br />applying. He c0I1U11ented on the need to simplify the Flex Shuttle system, reduce the <br />restrictions and coordinate with other shuttle programs. Councilmember Santos asked <br />about the size of the disabled community. Ms. Oliver stated that she has not been able <br />to obtain that infonnation. <br /> <br />Ms. Oliver reported that rider surveys have revealed that ridership is negativcly <br />impacted due to the shuttle not operating five days per week. Staff will be applying [or <br />funds fronl ACTIA to fill the gaps in service and provide for out-or-town medical trips. <br /> <br />Council111ember Nardine commented on the quality and timeliness of service provided <br />by East Bay Paratransit. She remarked that her aunt's paratransit application took three <br />l11ont11s to be approved. Councilrnemher Nardine expressed appreciation for staff's <br />outreach eCll1fts and lor augmcnting the existing paratransit service. She expressed <br />interest in having the shuttle service expanded to provide out-of-town medical trips. <br /> <br />Councilmember Grant asked ifthe plan to improve the cost-effectiveness of the service <br />includes milestones.
