<br />MINUTES <br />City of San LCatl~ro City _Council and San Leandro Re(kvdopl:l~lt _~J.jency Joint Meeting <br /> <br />Page 9 <br /> <br />February 17, 2004 <br />~,-~--,~. -- ,---~ <br /> <br />Councilmember Santos reported on the County Social Services employees who are <br />being laid oIl and how the layoffs have alTected County services. <br /> <br />Vice Mayor Ci]aze recalled that ACAP/ ACTEB was taken over by the County from the <br />cities about ten years ago. At that time, the cities were promised starring for the <br />program. Vice Mayor G]aze asked if Counei]member Grant would initiate an action at <br />the next Council meeting to make known to the Board of Supervisors the San Leandro <br />City Council's concems regarding staff support for ACAP. Counci]member Grant <br />noted that some of the ACAP Board members addressed these concems at the meeting. <br /> <br />It was consensus of the Council to place the item on the next agenda [or further <br />discussion and action. <br /> <br />8. Reports on City Council Committees <br /> <br />1. Business Deve]opment Committee Meeting of January 28, 2004. Accepted as <br />submitted. <br /> <br />Councilmember Santos praised the key objectives for aHordable housing. He <br />mentioned a person on Section S who was able to purchase a condominium. <br />Counci]member Santos noted that rapidly rising property values are making the <br />City's older neighborhoods less affcm1able. <br /> <br />Councilmember Grant noted that the City is involved in a home ownership <br />program through the Family Self-Sutliciency Program operated by the Alameda <br />County Housing Authority. She pointed out that there have been a couple of <br />success stories in Berkeley where Section 8 clients have used their stipends to pay <br />for al10rdable housing. <br /> <br />2. Accepted as submitted. <br /> <br />Counci]member Santos called attention to a comment in the meeting highlights <br />regarding the need for gymnasiums at the middle sehoo]s. Councilmember Santos <br />noted that 25% of the funding 101' such a project must come Linn an outside <br />source. He suggested the possibility of the City and business community <br />palinering with the Schoo] District to identify the 25% outside funding needed for <br />a gymnasmm. <br /> <br />3.
