Councilmember Grant stated that the Governing Board <br />would like to have input in the selection of a new Executive Director. Councilmember <br />Granted indicated that even though some community programs have not experienced <br />negative impacts by the ACAP staffing cuts yet, she anticipates those impacts will be <br />felt soon if the staning problem is not addressed. She mentioned the local programs <br />which receive funding through ACAP are Davis Street Family Resource Center, <br />Building Futures with Women and Children, Eden Information and Referral Program <br />and the Alalneda County Housing Authority. <br /> <br />Councilmember Grant suggested the City Council follow through with Vice Mayor <br />Glaze's suggestion at the last meeting to send a letter to the Alameda County Board of <br />Supervisors expressing the Council's disappointment at the lack of commitment to <br />suppol1ing ACAP. <br /> <br />Vice Mayor Glaze gave additional background on the County's takeover of ACAP and <br />the Alameda County Training and Employment Board (ACTEB) from the cities in the <br />late I 990s. At the time, the County cited the erriciencies and benefits of having the <br />County Social Services Agency administer the programs. Vice Mayor Glaze pointed <br />out that the programs funded through ACAP directly affect local citizens. I Ie hoped the <br />Co unci I would send a letter to all the County Supervisors and encourage the other cities <br />participating in ACAP to do the same. <br /> <br />Councilmember Grant noted that the program did experience some benefits, such as <br />office space, from the County's administration orthe program. However, ACAP is now <br />losing many orthe benefits it received alter the County took it over. <br /> <br />Councilmember Santos asked about the Joint Powers Af,rreement between the County <br />and the cities. Vice Mayor Glaze noted the original Joint Powers Agreement between <br />the cities included both ACAP and ACTEB and the administration of both programs. <br />The Joint Powers Agreement signed in the 1990s reduced the powers of the Govel11ing <br />Board to include only ACAP and shined the administration of the program to the <br />County. <br /> <br />Mayor Young asked which two cities in Alameda County are not included in ACAP. <br />Councilmelnber Grant noted that Berkeley and Oakland are not members. Vice Mayor <br />Glaze stated that cities of a cerlain size can be granted the authority to [01111 their own <br />training and elnployment boards and community action programs. <br /> <br />Councilmember Grant described the process by which ACAP makes funding awards of <br />Pederal grant money to the local service providers through an application process. She <br />noted the Federal funding has gradually been reduced to about $300,000. <br />Councilmember Grant stated that the ACAP staff were able solicit grants from other <br />grant-making agencies to augment the Federal funding. <br />
