<br />MIN Irn:S Page 9 <br />City or San Leandro CityH~:~c:~~t~~il and San Leandro Redevelopment Agency Joint Special Meeting --ApdI12, 2004 <br /> <br />Councilmember Grant asked if there would be instances in which more than one pemlit <br />and review would be required. Mr. Hom replied that only one pemlit and site plan <br />review would be required. He noted that the only time an additional Cce would be <br />required would be if a valiance was requested. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lee Stevens, 584 Janice Ave., Hayward, addressed the City Council regarding the <br />manner in which the Marina berthing fees arc proposed to be increased. I-Ie read a letter <br />he sent to the Marina Manager. Mr. Stevens expressed coneem that non-Iiveaboards <br />were not included in meetings to discuss the fee increases and commented on the <br />lateness of the mailed notices. He stated that he feels the rates should be applied <br />uniformly and noted that non-liveaboards pay property taxes on their belihs and spend <br />tllOney in the community. <br /> <br />Bruce Moon, San Leandro Yacht Club, addressed the City Council, stating that the <br />shOli notice for the hearing did not allow him adequate time to prepare his eorllments. <br />He commented that he pays yacht club dues and belihing fees and also spends money in <br />the community. Mr. Moon stated that he feels it is unfair that San Leandro residents <br />should pay less than non~residents. <br /> <br />Dave Scandling, 4480 Red Oak Common, Fremont, addressed the City Council, <br />requesting the Council delay the vote on the Marina berthing fees. He stated that he <br />leels all berthers should pay same fee and that there is no precedent for charging <br />different rates [or residents and non-residents. <br /> <br />Paul Vargas, 872 Portola, addressed the City Council, commenting that the Ice <br />increases arc unnecessary and excessive. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Glaze asked Mr. Schilling how much the City ellnently subsidizes the <br />Marina operations. Mr. Schilling noted that with the proposed increase in berthing Ices, <br />the revenue generated would be su1Tieient to cover operating costs. However, the <br />capital costs Calmot be fully recovered through the fees and would have to be covered <br />through other revenues generated in the Marina Fund. <br /> <br />Councilmember Santos stated that he has been contacted by the Spinnaker Yacht Club <br />with several questions and concerns about the proposed berthing fee increase. It was <br />suggested to him that the berthing ICe increase be deferred until rlleetings could be held <br />with the yacht clubs and some understallding is reached. <br /> <br />Mr. Schi lling noted that fees must be related to the cost o[ providing the service, and not <br />every fee is increased every year. I-Ie pointed out that the vacancy rate normally <br />increases in the winter and decreases during the boating season. Mr. Schilling stated <br />that there have been discussions with the Finance Committee and the Malina Ad Hoc <br />
