~HNlJTES Page 19
City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority
Joint Meeting-May 17,2004

Mayor Young, noting the historical knowledge of the vice Inayor position possessed by
Vice Mayor Glaze, requested that he prepare a one-page fact sheet on what he perceives
are the duties of the vice mayor in addition to those listed in the Charter.

Councilmember Stephens complimented the meritorious service of Vice Mayor Glaze
over the seventeen months he has served with him on the Council. He noted that Vice
Mayor Glaze has been a mentor, he has been fair and honorable, and he has served the
con1munity extreInely well.

Councilmember Stephens made a l\;10TION to nominate Councilmember OB Badger
as vice mayor. A SECOND to the Inotion was made by Councilmember Grant.

Councilmember Nardine commented that Bob Glaze has been an outstanding vice
luayor. She stated that she would have liked to be considered for the position of vice
luayor and believes she has served on the Council the longest. She indicated that she
\vould abstain from the vote.

Counciln1en1ber Santos suggested that in the future, the Council should consider
rotating the position of the vice mayor. He noted that it would give every
Councih11ember the opportunity to serve as vice mayor and could be easily
accomplished.

Councilmember Santos cOIumented that he has known Vice Mayor Glaze since the
1970s and had served with him on various committees prior to both being elected to the
City Council in 1984. He stated that he considers Bob Glaze to be one of his best and
dearest friends. Councilmember Santos noted that as vice mayor, Bob has served the
Council well and has been a Iuoderating influence among the members. He
complin1ented Vice Mayor Glaze on his long-term service and for being an asset to the
community.

Mayor Young commented that each Councilmember has the talent and capability of
being vice mayor. She reminded the Council that one of the duties of the vice mayor is
to attend all events at which the mayor is unable to be present, and this may be difficult
for someone with a full-time job. Mayor Young suggested that Councilmember
Nardine be considered for the vice mayor position next year, as it will be her final year
on the Council.

Mayor Young asked if the Council was interested in referring the matter of rotating the
vice Iuayor position to the Rules and Communications Committee for discussion.

Councilmember Nardine expressed interest in referring the matter to Rules. She
addressed the issue of a person holding a full-time job and serving as vice mayor, noting
that Vice Mayor Glaze has a fulltime job and that she works only part-time, three days
per \veek.
