<br />l\UNUTES Page 20 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint Meeting-lVlay 17, 2004 <br /> <br />Councilmember Santos noted that the vice mayor position was rotated for a period of <br />time in the 1980s. <br /> <br />There was no consensus to refer the matter to the Rules and Communications <br />Conlll1ittee. <br /> <br />Minute Order No. 2004-022, The City Council appointed Orval "O.B." Badger as <br />Vice Mayor. <br /> <br />M/S/C Stephens and Grant. Ayes: 6; Noes: 0; Abstain: 1 (Nardine) <br /> <br />Outgoing Vice Mayor Glaze transferred the Vice Mayor nameplate to incoming Vice <br />Mayor OB Badger. <br /> <br />Mayor Young expressed her appreciation to Vice Mayor Glaze for his cOlnmitlnent to <br />the City and for the cooperative way in which they worked together. <br /> <br />New Vice Mayor Badger noted that he will be turning to Bob Glaze for advice on the <br />position of vice mayor. He thanked his Council colleagues for choosing him as vice <br />mayor. <br /> <br />Outgoing Vice Mayor Glaze congratulated incoming Vice Mayor Badger and reminded <br />him to always be true to his word and true to the Council that elected him and that he <br />represents. <br /> <br />Mayor Young presented outgoing Vice Mayor Glaze with a plaque commemorating his <br />service as vice mayor on the City Council. <br /> <br />B. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmen1ber Santos reported that he attended the recent League of CalifOlnia Cities' <br />Legislative Action Days. He provided a copy of the resolution adopted by the LOCC to <br />City Manager J erm ani s to distribute to the Council. Councilmember Santos stated that <br />he conveyed to the League the Council's position regarding the negotiations on the <br />LOCAL initiative. However, he was lobbied heavily and finally supported the <br />resolution because the East Bay Division wanted a unanimous vote. Councilmember <br />Santos reported that under the Governor's plan, the cost to the City's General Fund <br />would be $1,192,703 for each of the next two years, and the cost to the Redevelopment <br />Agency would be $893,606 for each of the next two years. <br />
