<br />I\lINUTES Page 21 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint tvleeting-May 17, 2004 <br /> <br />Councilmember Grant reported that the Associated Community Action Program has <br />reached a level of stability and now has interinl staff and office space. She provided <br />information from an Alameda County Housing Authority report regarding program <br />changes by HUD and the budget shortfall. <br /> <br />Councilmember Grant reported that the City of Alameda would not be able to make <br />payments to its Section 8/Home Choice Voucher landlords. She noted that Alameda <br />County Housing Authority will be able to make its payments through the end of this <br />fiscal year, and so San Leandro participants will not be affected. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Airport Committee Meeting of May 6, 2004. Accepted as submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Authorize staff to begin public ailllouncement of process to select two <br />community representatives to serve on the Port of Oakland's Airport Master <br />Plan Stakeholder Committee. The City Council Airport Committee will <br />interview the potential conlmunity representatives and recommend <br />appointment by the City Council. <br /> <br />By consensus, the City Council accepted this recommendation. <br /> <br />b. Approval of the recommendation of the Airport Committee on the <br />methodology for establishing the eligibility and selection of owner occupied <br />homeowners to participate in the noise insulation program. The first priority <br />for selection of the initial 200 participants will be ranked by means of a <br />lottery for eligible homes in the 56 CNEL noise contour. <br /> <br />By consensus, the City Council accepted this recommendation. <br /> <br />2. Business Development Comlnittee Meeting of April 28, 2004. Accepted as <br />submitted. <br /> <br />3. City and San Leandro Unified School District Liaison Committee Meeting of <br />April 20, 2004. Accepted as submitted. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, objecting to <br />the use of speaker cards at work sessions and equity and representation issues of <br />having two school districts in the city. <br /> <br />Councilmember Grant recalled that at the last City Council Human Relations <br />COlTIl11ittee Meeting, the Conlillittee requested that the information on the <br />program, "What's Up With Guns," be referred to the City and San Leandro <br />
