<br />I\lINUTES Page 3 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint Meeting-I\1ay 17, 2004 <br /> <br />Young stated that she will call several names at a time and asked those whose naInes are <br />called to line up against the wall so they will be ready when it is their turn to speak. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />John J ermanis gave background on the itenl. City Attorney J aYlle Williams summarized <br />the process for formation of the Business Improvement District (BID) prescribed by <br />State law. She outlined the actions taken by staff to comply with the law and the <br />additional steps taken to increase public infOlmation and participation in the process. <br /> <br />Business Developnlent Manager Luke Sinls provided additional information regarding <br />the BID formation process. He noted that a number of closed businesses were included <br />in the nlailing of the Notice of Intention to form the BID. Those businesses have been <br />removed from the BID list and will not be factored in the tally of protest votes. Mr. <br />Sinls reported on the total number of protests and the corresponding percentage of <br />assessnlent received to date. He noted that, in addition to removing from the BID list <br />those businesses known to be closed, staff added to the list new businesses within the <br />BID that filed a protest and have a business license but were not on the original list. Mr. <br />Sims provided information on the AC Transit and LINKS Shuttle routes serving the <br />West S an Leandro area. <br /> <br />Mr. Jermanis introduced LINKS Shuttle Program Executive Director Gordon Galvan. <br />Mr. Galvan stated that he had plaImed to present a video on the Shuttle service, but the <br />Council Chambers did not have the necessary equipnlent to allo\\T it to be shown. He <br />offered instead to give the same presentation as he made at the May 10, 2004 Public <br />Information Meeting and to answer questions. <br /> <br />Mr. Galvan stated that the Transportation Management Organization (TMO) reviewed <br />all the available options for funding the LINKS Shuttle. The TMO determined that the <br />BID was the only option which provided a stable and predictable revenue stream. He <br />pointed to the success of the program and asked the City Council for their vote to <br />establish the BID. <br /> <br />The hearing \vas then opened to the Public. <br /> <br />Bella Cornelo, 2048 Juneau Street, addressed the City Council, stating that she <br />regularly rides the LINKS Shuttle frOln her home to BART and then takes BART to her <br />job in Oakland. She commented that AC Transit Route 55 is unreliable and urged the <br />City Council and businesses to support the LINKS Shuttle. <br /> <br />Doug Kruger, H & K Sales, addressed the City Council, stating he owns a business <br />within the BID and submitted 29 protest cards he collected from local businesses <br />against the Shuttle. Mr. Kruger stated his opposition to the protest vote process and the <br />assessnlent of businesses to pay for the Shuttle and suggesting the vote should have <br />been handled another way. <br />
