<br />iVIINUTES <br />City of San Leandro City COlmcil and San Leandro Redevelopment Agency Joint Meeting-June 7, 2004 <br /> <br />Page 19 <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Approval of the drafted Land Use Plan Map. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. Approval of Carmen Fewless and James Reynolds as community <br />representatives to serve on the Oakland Airport Master Plan Stakeholder <br />Committee. <br /> <br />Wafaa Aborashed, Davis West Neighborhood Group, addressed the City <br />Council, objecting to the process for selection of the community <br />representatives. She noted that the application deadline was set for Monday, <br />May 31 which was a holiday. On Friday, May 28 she was told there was <br />only one applicant. The deadline was later extended to June 1. At the <br />Airport Committee meeting on June 3, there were five applicants. Ms. <br />Aborashed stated that she felt disrespected and discounted in the process and <br />expressed concern that Mr. Reynolds, one of the representatives selected, is <br />a developer and may have a conflict of interest. <br /> <br />Vice Mayor Badger asked about the deadline extension. Mr. Jennanis noted <br />that the deadline was set for May 31, which was a holiday. Ms. Ornelas <br />acknowledged that an error was made in setting the deadline. When the <br />error was brought to the attention of staff, the deadline was extended to the <br />next regular business day. Three applications were received prior to May <br />31, and two were received on June 1. <br /> <br />Councilmember Santos conunented that it is his understanding that if a <br />deadline falls on a holiday, it is extended to the next business day. City <br />Attorney Williams stated that this is generally the case. <br /> <br />Councilmember Santos described the qualifications of Carmen Fewless and <br />J ames Reynolds. He commented that he thought it was a good idea to have <br />new individuals with new ideas to bring to the table. <br /> <br />Councilmember Glaze requested that when appointments are going to be <br />made, the Council receive the applications in advance so that the <br />background and qualifications of the appointees can be reviewed. <br />Councihnember Santos commented that staff needed to turn the iten1 around <br />very quickly for inclusion on the agenda and may have overlooked including <br />the applications. <br /> <br />Councilmember Grant stated that both she and Counciln1ember Santos felt <br />the two candidates they chose were well qualified, as were the other three <br />candidates. Responding to the comment that the chosen candidates have not <br />been more visible in community affairs, Councilmember Grant noted that <br />not everyone has the opportunity to have lifelong community involvement, <br />
