Rules and Communications Committee Meeting of May 19, 2004. Accepted as <br />submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Two conlpanion ballot nleasures which would provide the voters with the <br />choice of amending the City Charter to either: 1) retain elections by majOlity <br />vote and fix the term issue, or 2) return to plurality vote elections. <br /> <br />Councilmember Glaze asked the City Attorney if the measure would have to <br />go on the November ballot. He expressed concern about placing too many <br />items on one ballot. Ms. Williams stated that it would complicate matters <br />for those elected in November if the Charter was not amended to address the <br />term issue. <br /> <br />Councilmenlber Santos commented that the City has not yet had experience <br />with a majority vote election and that it should be given time to see how it <br />works. He pointed out that the Charter amendment requiring a candidate to <br />win by Inajority vote was passed by a large margin, and he expressed interest <br />in retaining.it through the November election. <br /> <br />Mayor Young emphasized the need to address the telTIl of office problem for <br />the elected candidates. If seated in March, they may serve only three years <br />and nine months. <br /> <br />Councihnember Glaze asked if the term of office problem would be fixed if <br />the incumbent resigned on Dec 31 st. Ms. Williams replied that it would not, <br />since the Charter currently states that in the event of a run-off, all officers <br />will assume office 35 days following the run-off. She pointed out the need <br />to amend the Charter to eliminate the 35-day provision for seating the new <br />Council and replace it with a fixed date of January 1. <br /> <br />Councilmember Grant asked questions about the available options. She <br />agreed with Councilmember Glaze that there will already be many items on <br />the November ballot, and she is hesitant to add more. <br /> <br />Councilmelnber Stephens agreed with the need to keep the ballot offerings <br />simple. He suggested that by experiencing problems with the current <br />election system, the community might recognize the need to fix it. <br /> <br />Councilmelnber Nardine commented that if the true cost of conducting run- <br />off elections was presented to the community when the Charter amendment <br />
