<br />IVIINUTES Page 13 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 7, 2004 <br /> <br />Councilmenlber Grant asked why Senior Commission applications were not <br />forwarded to Councilmembers when commission vacancies occurred in their <br />District. City Clerk Marian Handa stated she could not recall the reason and <br />would research the matter and report back to the Council. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. The Committee recommends that for the next 4th of July holiday, efforts be <br />made to promote greater awareness of the hazards of fireworks and to <br />remind residents that fireworks are illegal in San Leandro. <br /> <br />Councilmember N ardine stated that she would like to see the Police <br />Department's strategic plan for handling the next 4th of July activities. Mr. <br />Jennanis indicated that staff will return to Council in Mayor June with the <br />plans for more effective enforcement of the fireworks ordinance as well as <br />raising public awareness. <br /> <br />Councilmemher Santos noted that if the $1,000 fine was assessed, it might <br />deter possible offenders. He suggested that the City may want to start <br />advertising the fine now. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. The Committee reconlnlends that, in conformance with its policy, the full <br />City Council not take a position on the San Lorenzo Unified School Bond <br />Measure. Individual members of the City Council may take a position on <br />the measure if they choose to do so. <br /> <br />Councilmember Santos asked that in the future, the Council reconsider the <br />policy as it relates to the school districts. Mayor Young expressed <br />agreement with Councilmember Santos on this matter. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Vice Mayor Badger asked that the issue of political activity on City property be referred to the <br />Rules and Communications Committee. There was consensus of the Council to do so. <br /> <br />Councilmenlber Nardine noted that on September 23, the City will be holding its annual <br />Senior Resource Faire at the Marina Community Center. She expressed a personal interest in <br />holding a free blood pressure clinic at the Faire. <br /> <br />Councilmember Glaze suggested that, after the November election, the Rules and <br />C0111nlUnications COll1l11ittee look at the possibility of stand-alone elections. There was <br />consensus of the Council to do so. <br />
