<br />MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 18,2004 <br /> <br />10 Months and 15 Days (considers possible extension of an urgency ordinance and <br />possible Zoning Code amendments related to crematoria in the City of San Leandro). <br /> <br />Mayor Young read a statelnent giving details on the translation services to be provided, <br />a brief background on the iten1, the options for the City Council's consideration and the <br />procedures concerning the Public Hearing. <br /> <br />The same statement was delivered in Mandarin by Reh- Lin Chen, Senior Transportation <br />Engineer in the Engineering and Transportation Department, in Cantonese by Vivian <br />Chiu, Adn1inistrative Assistant II in the City Manager's Office, and in Spanish by Sally <br />Barros, Planner II in the COll1ll1unity Development Department. <br /> <br />Mayor Young asked audience melnbers to turn off their cell phones and pagers to avoid <br />disrupting the proceedings and stand single-file at the back of the room. Translators <br />relayed the message in the three languages. Subsequently, Fire Marshal Johnson <br />announced to the audience that, due to safety concerns, she could not allow standing in <br />the room. Chairs were then added to various parts of the areas surrounding the meeting <br />space until accommodations were provided where appropriate, and the meeting <br />continued. <br /> <br />This being the tilDe and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the item and introduced Planning Manager Debbie <br />Pollart. Ms. Pollart narrated a PowerPoint presentation regarding All Faith Crelnatory's <br />application to the Bay Area Air Quality Management District (BAAQMD) for a <br />proposed cren1atorium on Timothy Drive, the applicant's subsequent withdrawal of the <br />application, the City's current zoning with regard to crematoriums and a comparison of <br />other east bay cities, and the proposed options for Council consideration. A Chinese <br />language version of the presentation was projected simultaneously on a second screen. <br /> <br />Mayor Young informed the Council that Brian Bateman from the BAAQMD was in the <br />audience and available to answer questions. <br /> <br />Councihnember Santos comlnented that the total number of petition signatures gathered <br />was actually 2,086 rather than 700 as was listed in the staff report. <br /> <br />The Hearing was then opened to the public. <br /> <br />Mayor Young first called the nan1es of the people who submitted speaker cards at the <br />Septen1ber 7, 2004 City Council Meeting and then called those who sublnitted cards this <br />evening. She announced three names at a time and asked that the speakers line up near <br />the exit sign to minimize the delay between speakers. Individual speakers were allowed <br />one minute, and speakers representing a group were allowed three minutes. <br /> <br />William (Jim) Athey, San Leandro resident, addressed the City Council in support of <br />Option 1. <br />
