<br />l\lINUTES Page 15 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 15,2004 <br /> <br />Councilmember Glaze expressed concenl that the City would be getting no noise relief from <br />this action. Ms. Ornelas pointed out that having the two ILSs will allow the flexibility to shift <br />operations at night. During the day, the training flights would remain on 27 Left and the <br />instrument landings would continue on 27 Right. At night, the instrument landings could <br />move to 27 Left, thereby reducing noise over the 27 Right flight path. Ms. Ornelas noted that <br />the Port suggested that the City draft the preferential runway use agreement, and working the <br />FAA and North Field Research Group, ways would be sought to make it work. <br /> <br />Councihnember Stephens asked if the Port would have violated the 2000 Agreement if it <br />refused to nlove the ILS from 27 Right to 27 Left. Ms. Williams indicated that the court <br />would likely rule that it would be an inlpossibility to perform and would relieve the Port from <br />cOll1plying with that provision of the agreelnent. Ms. Ornelas pointed out that there would <br />also be a disadvantage to forcing the ILS 1110ve as the daytinle impacts from touch-and-go <br />flights would increase. <br /> <br />Vice Mayor Badger asked how much 6me and effort it would take to get anything more from <br />the agreenlent than what we have no\v. Mr. Jermanis stated that the agreement is <br />substantially that to which the Port will agree. The main issues to which the City wanted <br />agreenlent were the preferential runway use agreement, restricting regional jets from the <br />North Field and clarification on the language of the avigation easement. <br /> <br />Councihnenlber Glaze expressed concern that the FAA could reject some of the provisions of <br />the agreenlent. <br /> <br />Councihnenlber Santos commented that the preferential runway use agreement would reduce <br />nighttime operations over the affected community. <br /> <br />Councilmember N ardine stated that she would approve the resolution with the language <br />modification she requested and the inclusion of the language regarding the South Field <br />Research Group. <br /> <br />Adopted with the following amendments to the Addendum to the <br />Settlement Agreement: <br />Strike the word "information" from the sentence, "At the City's <br />request, the Port will facilitate a public information meeting with the <br />FAA on any environmental documents related to the ILS." <br />Add the following sentence: "The Port shall continue the South Field <br />Research Group and will continue to work in good faith with the Cities <br />of San Leandro and Alameda to address the noise issues that result <br />from the South Field operations." <br /> <br />M/S/C Santos and Nardine.
