<br />lVlINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~November 15,2004 <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councihuen1ber Glaze commented that he thinks it is a great idea but does not recall <br />impleluenting the 100 Foot Rule or Panel Conversion Rule on any previous utility <br />underground districts. He noted that property owners have had to pay for <br />undergrounding in the past and asked why this proj ect is an exception. Mr. Cooke <br />stated that due to the coordination with the West Estudillo Pedestrian Connection <br />project, staff want to ensure that the conversions are completed on schedule so that <br />grant funding will not be jeopardized. Councilmember Glaze commented that when <br />street widening proj ects were performed in the past, commercial businesses and <br />residents were required to have the work completed within a certain timeframe. Mr. <br />Cooke acknowledged that tin1efranles have been set with property owners in prior <br />projects; however, staff was concenled about the financial risks involved if delays <br />were incurred on this project. <br /> <br />Mr. Jern1anis noted that Councilmen1ber Glaze has pointed out a change to the City's <br />past practice, and asked Engineering and Transportation Director Uche Uden1ezue to <br />comment further on the reason for creating an exception for this proj ect. Mr. <br />U demezue indicated that the reason for luaking an exception for this proj ect is that the <br />grants for this project have a very sluall window for completion. He noted that, due <br />to coordination with other agencies, the project will not get underway until March. <br />The proj ect could not be completed under the time constraints set by local law <br />without using the 100 Foot Rule. <br /> <br />Councihl1eluber Grant recalled other Rule 20A funded projects in the City and asked <br />if all the available 20A funds would be expended on this project. Mr. Udemezue <br />indicated that the limited funding received for this project would not jeopardize future <br />projects, such as East 14th Street. Councilmember Grant asked if property owners <br />will still be required to pay for this project. Mr. Udeluezue replied that they luay, <br />since Rule 20A has a funding cap, but it still provides a great incentive for property <br />owners to participate in the project while expediting project completion. <br />Councilmember Grant asked about funding for the project. Mr. Udemezue noted that <br />the funding advanced on behalf of propeliy owners from the 100 Foot Rule amounts <br />to only $35,000-$50,000. The bulk of the funding that the City stands to lose is grant <br />funding from other agencies. <br /> <br />Councilmelnber Nardine asked if the City could put up the money for the property <br />owners rather than iluplementing the 100 Foot Rule. Mr. Udemezue indicated that <br />there is no n10ney available in the General Fund, and the only funding source is Rule <br />20A funds. Counciln1ember Nardine asked for the dollar amount that the 100 Foot <br />Rule would cover on the project. Mr. Jermanis indicated that $35,000-$50,000 is the <br />estimate identified by staff for the Rule 20A funds to be used for this project. Mr. <br />J enuanis described the various funding components for the West Estudillo Pedestrian <br />Connection project, including Redevelopment funds as was alluded to by the speaker. <br />Due to the tiluing issue required to lueet grant obligations, it was decided to provide <br />an incentive for residents with Rule 20A funds.
