<br />l\lINUTES Page 15 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December 6, 2004 <br /> <br />Mayor Young pointed out that Instant Run-Off voting has not yet been <br />perfected for use. <br /> <br />Councihnelnber Santos noted that the City Charter has been amended twice <br />in the last four years, and he believes that issues have been created as a result <br />of these mnendlnents which require a thorough discussion by the Council. <br /> <br />Counciln1elnber Glaze cOlnnlented that the Rules and Communications <br />C0111mittee has discussed these issues at length. He noted the need to move <br />the City's General Election away from Novelnber, so that elections do not <br />span two calendar years and run through with the holiday season. <br /> <br />By consensus, the City Council scheduled this item for January 3, 2005. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Mayor Young conlnlented that she and Alameda Mayor Beverly Johnson have had <br />discussions regarding a proposal for an Indian gaming casino by the Koi Nation at Doolittle <br />and Swan in Oakland. The two cities will hold a town nleeting at the Grandview Pavilion in <br />Alan1eda on Decenlber 14, 2004 at 7:00 p.n1. The staff of the Koi Nation will give a <br />presentation on their proposal at the meeting. Mayor Young invited COlnnlents or concerns on <br />the proposal to be directed to her, to Comlnunity Relations Representative Kathy Ornelas or <br />through the City's website. <br /> <br />Councilmen1ber Glaze asked Mr. Whitnell for an opinion as to whether a lnajority of the City <br />Council could attend the town Ineeting. Mr. Whitnell recommended that if a n1ajority of the <br />Council wishes to attend the nleeting, 111enlbers should sit apart from each other and not <br />discuss the lnatter among thelnselves, as the issues n1ay come before the Council for <br />consideration in the future. Mayor Young asked if Inen1bers of the Council can make public <br />comments at the nleeting. Mr. Whitnell replied that nlenlbers are allowed to ask questions <br />and nlake conlnlents at the Ineeting. <br /> <br />Councilnlelnber Santos conunented on an article in the December 4th issue of the Daily <br />Review regarding a 111 year-old gentleman at Jones Convalescent in Castro Valley who once <br />lived in San Leandro. He asked Mayor Young if the individual could be recognized in some <br />way. Mayor Young confinl1ed that she will provide an appropriate recognition for this <br />individual. <br /> <br />Councihnelnber Glaze asked if the City Council would be issuing a resolution honoring the <br />service of fOlll1er AssenlblYlnelnber Ellen Corbett. Mayor Young stated she would be glad to <br />prepare a resolution honoring the service of Ms. Corbett. <br /> <br />Mayor Young con1mented that she sent a congratulatory letter on behalf of the City to newly- <br />elected Assemblynlember Johan Klehs. <br />
