<br />To educate tenants and landlords about their rights and responsibilities, ECHO distributed <br />a total of] .505 educational materials, provided 38 public service announcements, <br />appeared on local television or radio s{8tio!lS six times. and held seven trainings for <br />property owners/managers. ECHO met or exceeded all of its goals by large percentages. <br /> <br />. Housing Rehabilitation Program <br />. The City's Housing Rehabilitation. Minor Home, Accessibility Grants, and Seismic, <br />Clean-Up and Paint (irant Programs all help very low- and low-income homeowners, <br />mobile home owners, and tenants remain housed, particularly seniors. Of 22 grants <br />awarded. 16, or 73%), went to seniors. Of seven home repair loans given, five, or 71 %, <br />went to seniors. <br /> <br />. Davis Street Family Resource Center <br />. The City used Redevelopment Housing Set-Aside Funds to contract with DSFRC for <br />special housing services to prevent those currently housed from becoming homeless. <br />u Isla1i.der Motel.: IJSRFC staff supplemented the services of relocation consultants <br />to ensure that tenant relocation would occur effectively. DSPRC provided <br />supportive services 10 seven Islander Molel Residents. Services included housing <br />search assistance, faod, clothing, elnployment search, mental health referrals, <br />medical care, and resource reCerrals_ <br />u BeIQw-M;irket Rate (RMR) l-/ousingJJnitr DSFRC expanded its services to <br />assist with the preservation of the City's BMR units. DSFRC provided 238 phone <br />referrals and individualized infonnation packets to 108 walk-in clients. Build on inter-jurisdictional cooperation and further <br />coordination and improvement of the homeless Continuum of Care System. <br /> <br />Activitie,"~ <br />Continuum (~l Care Council <br /> <br />Responding to the need for comprehensive planning and coordination of services for the homeless, <br />the 45-member Alameda County-wide Homeless Continuum of Care Council was tarmed in 1997. <br />The Council coordinates local efforts to address homelessness, seeks to maintain the existing <br />service capacity, build new partnerships that generate greater resources for the continuum of <br />housing. services. and employment, and establishes inter-jurisdictional cooperation. Recognized as <br />a national model. the Council leveraged substantial federal, state, and local resources for homeless <br />housing and services. standardized data collection, implemented Health. Safety and Accessibility <br />Standards of Service flJr shelter facilities. and faciljtated a year-round process of successful <br />collaboration. The Council included representatives from each of the HOME Consortium <br />jurisdictions and CDBG entitlement jurisdictions in the County, service providers and advocates, <br />homeless or fomlerly homeless persons, representatives of the faith community, business and labor <br />representatives, and education and health care proCessionals. The Council receives administrative <br />funding through Alameda County's General Fund as well as contributions from Alameda County's <br />jurisdictions_ <br /> <br />[lraf!
