<br />County-wide activities during this fiscal year included: <br /> <br />. The completion of the Homeless and Special Needs Planning process encompassed the <br />development of a chronic homeless plan, including a comprehensive plan on behalf or <br />homeless people and families, and prevention planning [()r marginally housed individuals with <br />disabilities. The Planning process is currently in the implementation phase. This planning <br />pl"Ocess is jointly convened by the Continuum of Care Council, A lameda County Departments <br />of Public Health (Office of A IDS), Behavioral Ilealth Care Services, Social Services, and <br />Housing and Community Development as well as the Cities of Oakland and Berkeley. The <br />plan was completed in fall 2005. <br /> <br />. The Council began implementation oftllc Horneless Management Infonnation System <br />(IIMIS) countywide. At the end orthe fiscal year, 24 agencies providing a broad range of <br />homeless-dedicated housing and support services were set-up and trained to operate the <br />HMIS software. with over 550 staff of these agencies certified in Privacy and Security <br />Standards. As a result, lllore than 5,000 unduplicated clients were entered into IIMIS by <br />.June 30, 2006. <br /> <br />. Agencies in the A lameda County-wide Continuum of Care maintained a permanent housing <br />stock of over 2,050 beds, with 150 more beds under development. Despite declining revenue <br />for supportive services, our community has maintained existing housing and successfully <br />moved hundreds of cl ients into permanent housing and services. <br /> <br />. The Superior Court orCalifomia -- Alameda County's Community Focused Court <br />Committee and the Continuum of Care Council continued its successful partnership I()I' the <br />llomeless Caring Court, a specialty project for Superior Court to resolve misdcmeanor legal <br />issues that prevent homeless people from securing employment and tenancy. The Court <br />holds a session every other month, rotating throughout the County. and assisted nearly 90 <br />defendants dismissing 233 charges over a year's time. <br /> <br />. Continuum of Care Council Members established a technical assistance team and corollary <br />oversight comm ittee to assist organ izations in correctly interpreting and complying with <br />rederal program regulations and dcveloping systems to ensure that organizational capacity <br />and progranunatic perfomlance are of high quality. <br /> <br />Priority # 8.
