<br />EXHIBIT A <br />SCOPE OF WORK AND SCHEDULE <br /> <br />Planned consulting services to be performed under this Agreement are comprised of and limited to <br />those specifically set forth in this exhibit. The consulting services specified in this exhibit are <br />hereinafter referred to as the "Project." The schedule for the completion of the Project is presented <br />as part of this exhibit. <br /> <br />Scope of Work <br />The City of San Leandro owns and operates a sewage treatment facility known as the Water <br />Pollution Control Plant at 3000 Davis Street, San Leandro. The WPCP was originally constructed <br />in 1938, several expansions and Inodifications have occurred since then. The WPCP treats 7.6 <br />MGD (Average dry weather flow) from residential and commercial properties, and discharges the <br />effluent into the San Francisco Bay via the EBDA discharge facility located inunediately south of <br />the City of San Leandro. <br /> <br />The Project consists of design services and bid period assistance for WPCP electrical upgrades, <br />waste activated sludge thickening upgrades, and flow equalization for primary effluent. <br />Electrical upgrades are those required to bring the safety and reliability of the electrical systeln <br />into c0111pliance with current codes. Waste activated sludge thickening upgrades are those <br />required to add an additional sieve drum concentrator including a sludge feed pun1p and sludge <br />transfer pUlnp, and providing wash down containment for the existing and new waste activated <br />sludge eq uipn1ent. Flow equalization for primary effluent will consist of modifying the former <br />sludge conditioning tank and former sludge reaeration tank and installing piping and pumps to store <br />approxilnately 440,000 gallons and move it at a maximum rate of 1240 GPM. The Project will <br />consist of preparation of two bid packages: one for the WPCP electrical upgrades and one for <br />the waste activated sludge thickening and prin1ary effluent flow equalization. <br /> <br />Task I-Project Management. The goal of this task is to ensure the project is executed on <br />schedule and within budget. This task includes project management activities and coordination <br />of meetings with City staff. The task also includes preparation of a project management plan; <br />monitoring job progress, monitoring expenditures and performance; quality control reviews; <br />preparing and sublnitting n10nthly invoices and job progress reports for up to seven months; and <br />preparation and distribution of meeting agenda and meeting n1inutes. <br /> <br />Task 2-30 percent Design Submittal- WPCP Electrical Upgrades. This task includes the <br />following elements: <br />· Visit the site to identify electrical modifications required to bring the WPCP's electrical <br />systen1 up to current code. Identify operator control modifications required. For estimating <br />purposes it will be assumed that MCCs A, AI, B, D, El, F, H, L, R, and S will be replaced, <br />MCCs C and Jl will be modified. <br />· Meet with WPCP staff to gain insight on the Project elements. <br /> <br />WPCP Electrical, WAS, Flow EQ <br />593-52-225 <br /> <br />Page 15 of24 <br />
