<br />MINUTES Page 4 <br />City of San ~:eandro City Coun~il and ~~an Leall?rO Redcvelopmcnt Ag~llcy Joint Meeting - Fcbrlla~y 3, 200~~._ <br /> <br />Larry Norry, 2532 Williams Street, addressed the City Council, asking if the vacation of <br />Neptune Drive (Consent Calendar Item 8.0.) would make way for more eco-businesses at the <br />Bayside Business Park. Mr. Norry also asked about the status orthe Blue Dolphin restaurant <br />at the Marina. <br /> <br />Harold Perez, Davis West Citizens Group, addressed the City Council regarding truck <br />traffic and odor generated by Waste Management, suggesting traffic be rerouted to 98lh <br />Avenue. Mr. Perez expressed concern regarding tickets issued to two residents ror illegal left- <br />hand tums on Timothy Drive. He suggested the "No Left Turn" sign be removed and <br />replaced by a stop sign to slow the traffic coming from Westgate and noted the difficulty <br />crossing Timothy Drive at Westgate. <br /> <br />LOll Filil}ovich, 15376 LaVerne Drive, addressed the City Council regarding public <br />paliicipation at public meetings, staling the City allows partisan organizations such as the <br />Chamber of Commerce to give presentations but does not allow equal time for citizens. Mr. <br />Filipovich stated if the City desires public participation, it must be [air to all citizens who <br />wish to speak. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis addressed the comment regarding solicitors, giving information on the <br />City's solicitation ordinance, which applies to both non-profit and for-profit businesses. Mr. <br />Jcm1anis stated the Community Development Department will contact Mr. Rawlis regarding <br />his request (or a garage addition. <br /> <br />Regarding the vacation or Neptune Drive, Mr. Jennanis stated the City has taken title to <br />propeliy on Davis Street adjacent to the fomler Hohener property and Waste Management <br />and will not put a public road there. The City will retain title to the largest portion of the <br />property and will request a smaller portion be sold at a later date to the developer of Bayside <br />Business Park for a private roadway. Mr. Jenmmis stated there are no immediate plans for <br />additional business development on the site. <br /> <br />Mr. Jennanis reported the Blue Dolphin restaurant is being demolished, and the City Council <br />will hold a work session on February 10 to discuss future development at the Marina site. <br /> <br />Mr. Jermanis noted the City Council has indicated interest in seeing the restriction of traffic <br />on Davis Street, particularly during peak hours, as one of the conditions to the Bayside <br />Business Park development and will apply to future development on Davis Street. Mr. <br />Jcnnanis stated the City is in the process oCworking with the developer on these issues. <br /> <br />City Attomey Liane Randolph added that, in addition to registration requirements, the City <br />has an aggressive solicitation ordinance which prohibits solicitations in certain intimidating <br />situations, such as in the public light-of-way and in front of A TM machines. <br />
