<br />MINUTES Page 13 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 17~ 2003 <br /> <br />Year 2003-04 Measure B Application sublnitted to the Alameda County Transportation <br />Improvement Authority (approves the Paratransit Flex-Route service option <br />recommended by the Senior Commission and directs staff to incorporate the program into <br />the FY 2003-04 Measure B Application which will be submitted to the ACTIA <br />(2121/2639/2930) <br /> <br />City Manager J ermanis gave an overview of the item and introduced Recreation and <br />Human Services Manager Joann Oliver~ who gave a short PowerPoint presentation on the <br />Paratransit Masterplan including the Paratransit Flex-Route Shuttle Service Option <br />recommended by the Senior Commission. Consultant Doug Langille of NelsonJNygaard <br />described the proposed Flex -Route Shuttle Service and outlined the proposed shuttle <br />route. <br /> <br />N at Kleinstein, Bonaire Civic League, addressed the City Council, stating that after the <br />Senior COll1ll1ission meeting at which this issue was discussed, he gave a repOli on the <br />meeting to the Bonaire Civic League. Of the three paratransit options: Flex-Route, Dial- <br />a-Ride and taxi service, the members unanimously preferred taxi service, primarily <br />because of its 24 hour, seven day-a-week availability. <br /> <br />Councilmembers asked several clarifying questions of staff and the consultant. Mayor <br />Young pointed out the route proposed for the Flex-Route Shuttle duplicates portions of <br />the AC Transit bus route 55. <br /> <br />Councilmember Badger expressed concern that the buses may be too small for adequate <br />wheelchair access. <br /> <br />Councilmember Santos expressed concern that the proposed service would only operate <br />three days per week and asked if there are other funding sources which could be utilized <br />to expand the service. <br /> <br />Counciln1en1ber Grant commented that the concerns about paratransit she has heard from <br />residents would not be addressed by this proposal. <br /> <br />Vice Mayor Glaze recalled the Council had asked the Links program whether it could <br />provide son1e level of service for seniors and people with disabilities. Vice Mayor Glaze <br />commented that the proposed shuttle route does not cover some of the core locations, such <br />as Eden Lodge and the Fargo Senior Apartments, but it can be modified to be workable. <br />He stated there is a great need to have a program in place, and this program would be a <br />good p lace to start. <br /> <br />Counciln1ember Stephens suggested going forward with the proposed plan while looking <br />into other options. <br /> <br />Mayor Young commented that taxi service was offered in the past with limited success, <br />and it is time to try a new approach. She concurred with Vice Mayor Glaze that the City <br />needs to implement a program, and changes can be made mid-year if necessary. Mayor <br />
