Mayor Young asked that the Senior
Commission include the Bonaire Civic League in its discussions.

Councilmember Santos commented that it is imperative the program operate a minimum
of 5 days per week. Staff pointed out East Bay Paratransit service will be available on the
days the shuttle does not operate.

Councilmenlber Badger reiterated his concern regarding the accessibility of the Flex-
Route service vehicles to wheelchair users, noting the difficulties experienced by people
in wheelchairs with the current transportation options available.

Councilmember Grant commented that she did see anything in the report or presentation
which indicates to her the proposed program will address the needs of the community.

City Manager J ermanis stated that, given the limited funding available, the Senior
Commission recommended a program which they believe best complements the existing
service provided by East Bay Paratransit. Staff will look into other ways to augment the
service, such as the suggestion regarding the Links shuttle and other possible funding
sources to increase the Flex-Route Shuttle service to five days per week. The Council
could also choose to redirect funding from other programs if it chooses to do so. Vice
Mayor Glaze suggested approaching the businesses at which the shuttle will stop and
asking them for donations for the program.

The City Council approved the Paratransit Flex-Route Shuttle service option and
directed staff to incorporate the program into the Fiscal Year 2003-04 Measure B
Application submitted to the Alameda County Transportation Improvement
Authority.

M/S/C Glaze and Stephens.
