<br />I\UNUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~March 17, 2003 <br /> <br />Eowyn Gorman, Davis Street Family Resource Center, addressed the City Council <br />regarding the Earned Income Tax Credit (EITC) program offered at the Family Resource <br />Center. The program offers free income tax preparation and assistance in obtaining valuable <br />tax credits by IRS-trained volunteers. Ms. Gorman thanked Charlie Gilcrest and Joann Oliver <br />for their support and outreach efforts in helping to launch the program. <br /> <br />Kathy Banks, 964 Hutchings Drive, addressed the City Council, suggesting several agencies <br />could combine their resources to build affordable housing. <br /> <br />Mike Rawlis, 964 Hutchings Drive, addressed the City Council, commenting on the <br />Emergency Alerting and Warning System, suggesting expanding the Council Meeting agenda <br />information on the back of the San Leandro Times and requesting an adjustment to a traffic <br />light on East 14th near San Leandro Hospital. <br /> <br />Louis Trager, Maud Avenue, addressed the City Council regarding the noise problems <br />elnanating fronl the Oil Changers across the street from his home and the lack of <br />responsiveness on the part of the company's management to address the problem. Mr. Trager <br />requested the Council consider adopting objective standards for noise and commit to <br />enforcing them. <br /> <br />Harold Perez, Davis West Neighborhood Group, addressed the City Council regarding <br />problems with truck traffic, Eden Road and Stericycle. Mr. Perez requested homeowners <br />affected by the Westgate Extension be notified regarding noise insulation. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager J ennanis reported the Council is very interested in housing issues and has <br />funded recent housing projects for seniors and the disabled. <br /> <br />Mr. J ermanis noted \vhile the San Leandro Times newspaper has free distribution, it is not <br />free to advertisers. The City advertises in the Times but relies more on cable TV and the <br />City's website to get agenda information to the community. <br /> <br />Mr. Jermanis stated Mr. Trager's COffilllents highlight the importance of upgrading the City's <br />noise ordinance. Mr. J ermanis indicated the City is familiar with the issues with Oil <br />Changers, and the Police Department has investigated the matters. <br /> <br />Regarding the Westgate extension, Mr. Jermanis stated staff will be working with the adjacent <br />honleowners to provide insulation and a soundwall as part of the proj ect and that no <br />businesses will be displaced. Mr. Jermanis reported Stericycle's application for a variance <br />was denied by the Board of Zoning Adjustments. <br />
